Nuclear power plants and factories: what Russia is really planning in Egypt
Russia is trying to consolidate its influence in Egypt through major economic and energy projects near strategic global trade routes, including plans to create a Russian industrial zone near the Suez Canal and participation in the construction of the El Dabaa nuclear power plant.

Moscow is counting on Egypt to provide land and preferential conditions for a so-called Russian industrial zone. The Kremlin presents the initiative as economic cooperation, but in fact sees it as a long-term bridgehead near one of the world’s key transport hubs. Russia uses such projects to increase political influence, circumvent sanctions and make partners dependent on Russian supply chains.
In parallel, Russia is pushing ahead with the construction of the El Dabaa nuclear power plant under the control of a Russian state corporation. This project is increasing Russia’s influence in the energy sector of North Africa and the Mediterranean. Nuclear contracts create financial and technological dependence for decades and crowd out alternative energy solutions from the region.
The CPD emphasizes that the Kremlin systematically uses economic and energy projects as a tool for geopolitical influence. Strengthening Russia’s presence in the Suez Canal zone is part of this strategy and demonstrates its desire to gain a foothold in critical global trade hubs.
It was previously reported that Russian troops carried out limited cross-border attacks on the border villages of Grabovske in Sumy Oblast and Sotnytskyi Kozachok in Kharkiv Oblast in December 2025. According to analysts, these actions are aimed at creating an information effect, rather than a full-scale offensive in northern Ukraine.
