Odesa Mayor Gennady Trukhanov announced a new threat of catastrophic flooding in the city and convened a TEB and NS commission to assess the risks. According to the commission’s conclusions, the coastline from Kryzhanivka to Chornomorka and the territories extending deep beyond the central part up to the village of Avangard could be most affected.

He wrote about this in Telegram .

“Today we held a TEB and NS commission and identified the areas and streets that are at the greatest risk of flooding,” said Gennady Trukhanov.

Flood risk areas:

  • Vapnyana Street;
  • Prymorska Street;
  • Otaman Holovatygo Street;
  • Black Sea Cossacks Street;
  • Velykofontanskaya Balka (from Dovhaya St. to Rybalskaya Balka St., Zolotiy Bereg St.);
  • Balka Vodyana (Balkivska St.);
  • Arcadian beam (Central alley, Genoezka street);
  • Preobrazhenskyi residential area (within Uchnivska St., Magistralna St., Sosyuri St.);
  • Umova St. to Promyslova St.;
  • “Troitske” microdistrict (within Zhytomyrska Street, Putivna Street, Novikova Street, Malyshevskoho Street);
  • Eastern and southern parts of the South-Western residential area (from the 1st street of Lustdorfskaya Road to Tolbukhina Square);
  • Tairov metro station (Korolyova st., intersection with Kostandi st.);
  • Yevhena Chykalenko St.;
  • Western part of Peresypsky district (private sector along the railway);
  • microdistrict “Luzanivka”;
  • microdistrict “Kryva Balka”;
  • Vikander and Larsen Streets (formerly March 8th Street);

Experts warn that due to climate change, such natural phenomena will become more frequent, so the authorities are urging residents to be as vigilant as possible.

Safety rules:

  • In case of rain, do not stay in basements or semi-basements.
  • Condominiums with underground parking lots must close access to them during a threat.
  • Residents of the private sector must be prepared to evacuate at the first request of rescuers.
  • If there is a risk of flooding, leave your home in advance and stay in safe areas, or contact the district administrations.
  • Avoid lowlands, ravines, and open spaces during rainstorms.

Also, Gennady Trukhanov reported that after the previous flood, which occurred on September 30, the city needs significant restoration costs.

“As a result of the weather, 868 houses were damaged, of which: 286 were private homes, 582 were apartment buildings, in which 723 apartments were damaged. At the moment, 701 houses have been inspected, which is 75% of the total number. Another 30 houses require pumping out water, 14 of which are private. The need to replace gas boilers is 70 units of various models. According to preliminary calculations, the total amount of necessary expenses exceeds UAH 130 million,” Trukhanov wrote.

According to official data, 9 people died as a result of the bad weather, including one child, 3 people were injured, and the circumstances of death of two more are being established. The mayor signed an order to provide financial support to the families of the deceased – 100 thousand UAH each.

Currently, 220 consumers remain without electricity, 203 of them are apartments. Educational institutions are operating in person, with the exception of 8 schools and 2 kindergartens, which have switched to distance learning. 160 points of inviolability have been opened, which have already been visited by 270 people.

Municipal services continue to eliminate the consequences of the bad weather: they are removing branches and trees, restoring roads, and drying basements and ground floors. 78 units of equipment and over 800 people are working in the morning. According to preliminary estimates, the elimination of the consequences of the private sector will last another two weeks.

The day before, on September 30, it was reported that Odessa was going under water. The overnight downpour caused significant flooding of streets and disruptions to public transport . Trams and trolleybuses have been partially stopped, and cars are moving with difficulty on many roads. Local residents joke that the city looks “as if it has turned into Venice.”

Later, it became known that nine people died in Odessa due to heavy rains and large-scale flooding , including an 8-year-old girl.

It is worth adding that the downpour in Odessa was caused by a local cyclone over the Black Sea , whose movement to the north and east was blocked by an anticyclone. This led to the intensification of atmospheric fronts and record rainfall.
