Ordered to kill unarmed man: Russian paratrooper under suspicion
The National Police of Ukraine reported suspicions of a Russian military man who ordered the killing of a civilian during the occupation of Bucha in 2022. The suspect was identified with the assistance of analysts from the Main Intelligence Directorate of the Ministry of Defense of Ukraine.

According to the investigation, the suspect is 47-year-old Yevgeny Plyusnin, a captain in the Russian Armed Forces who, at the time of the events, commanded the 5th company of the 234th Airborne Assault Regiment of the 76th Airborne Assault Division. During the occupation of the Kyiv region, his unit was in Bucha and controlled part of the city.
The investigation established that on March 5, 2022, Russian military personnel detained a local resident on Yablunska Street. The man was a civilian, had no weapons, and did not participate in hostilities.
After his arrest, he was taken to the unit commander. According to the investigation, Plyusnin ordered the man to be killed.
Later, one of the Russian officer’s subordinates took the civilian to another location and shot him at least eight times with a machine gun. The man died at the scene from his injuries. His body was later found in a mass grave.
The police emphasized that the deliberate killing of civilians during war is a gross violation of international humanitarian law and a war crime.
On August 14, 2026, National Police investigators informed the Russian officer of suspicion under the article “Violation of the laws and customs of war, combined with intentional murder.” The sanction provides for strict criminal liability.
The investigation is ongoing, and law enforcement officers continue to document war crimes committed by Russian military personnel during the occupation of the Kyiv region.
As a reminder, law enforcement officers reported suspicions to three militants of the Russian group Igor Bezler (“Bes”), who are suspected of torturing and ill-treating a Ukrainian volunteer captured in 2014 .
As reported, law enforcement officers have identified a Russian serviceman suspected of raping an underage girl in the temporarily occupied territory of the Kherson region . He was informed in absentia of suspicion of committing a war crime.
