Over 14 million hryvnias were misappropriated: corruption in the construction of fortifications was exposed in the Dnipropetrovsk region
In the Dnipropetrovsk region, law enforcement officers uncovered corruption schemes during the construction of defensive lines involving military officials and civilians. According to the investigation, the losses to the state exceeded 14 million hryvnias.
This was announced by Prosecutor General Ruslan Kravchenko.
According to the investigation, in 2024, military unit officials, together with civilian accomplices, organized the purchase of materials for the construction of fortifications at inflated prices. For this, they used controlled enterprises that received direct supply contracts.
According to law enforcement officials, the prices in such contracts were inflated by approximately 20% above market prices. Budget funds were transferred to companies’ accounts, after which the money was converted into cash or legalized, while the actual purchases of materials for defensive positions were carried out at much lower prices.
One of the episodes, according to the investigation, was organized by the commander of a military unit with the rank of colonel. In just 2 months — in May and June 2024 — the state suffered 7.3 million hryvnias in losses. He was reported on suspicion under Part 5 of Article 191 of the Criminal Code of Ukraine.
Another episode concerns the activities of a group of individuals, which included the head of the military unit’s public procurement group, an officer of this group, his wife, and a civilian arbitration manager. According to the investigation, they embezzled about 6.7 million hryvnias.
There are currently a total of 5 suspects in the case. Three of them have already been placed in preventive measures, and another suspect is in the hospital.
“We are checking the involvement of other officials and possible embezzlement of tens of millions of hryvnias,” said Prosecutor General Ruslan Kravchenko.
Investigative actions in the criminal proceedings are ongoing.
It was previously reported that the Supreme Anti-Corruption Court has imposed a preventive measure on Volodymyr Kompanichenko, the head of the SBU Department in Zhytomyr region. According to the investigation, the defendant organized a scheme to embezzle state funds during the construction of fortifications.
Recall that the Security Service of Ukraine reported a new suspicion to the chief psychiatrist of the Armed Forces , who was previously exposed for illegal enrichment. According to the investigation, the official legalized almost $1 million obtained through criminal means.
By the way, employees of the State Bureau of Investigation reported new suspicions to the head of the food service of one of the military units as part of the investigation into the corruption scheme of supplying food to the Armed Forces of Ukraine in the Dnipropetrovsk region. This concerns illegal enrichment and legalization of property obtained by criminal means.
