Over 400 billion for the army and national security: The Rada approved large-scale changes to the budget

The Verkhovna Rada adopted in the first reading important changes to the state budget for 2025, aimed at strengthening funding for the security and defense sector.

This was reported by the Ministry of Finance.

The total amount of additional expenditures will amount to over 412 billion hryvnias, of which almost 402 billion hryvnias will go to the general budget fund. These funds are intended to provide the Armed Forces of Ukraine with additional weapons, ammunition, and military equipment, which is extremely necessary in the context of ongoing aggression.

The Ministry of Defense will receive the largest share of funding — about UAH 311 billion. The Ministry of Internal Affairs will be allocated UAH 84 billion, the Main Intelligence Directorate — UAH 4.5 billion, the Security Service of Ukraine — UAH 1.6 billion. In addition, UAH 505 million is planned to be directed to the State Security Directorate, UAH 64.5 million to the State Special Communications Service, and over UAH 10 billion is provided for the general security and defense sector under a special fund.

In addition, the budget will include an additional UAH 26 billion in a reserve fund for unforeseen and urgent expenses, as well as UAH 15.5 billion to finance the urgent needs of the Ministry of Digital Transformation, the Ministry of Education and Science, and the Ministry of Health.

In general, the new changes increase budget expenditures by UAH 457 billion. It is planned to finance these additional needs by increasing state revenues, in particular, by exceeding the planned indicators by UAH 155.5 billion, increasing the placement of domestic government bonds (OVDP) by UAH 185 billion, and reducing part of other expenditures by UAH 51.5 billion.

The main sources of additional revenues will be personal income tax (PIT) – UAH 56 billion, corporate income tax – UAH 32 billion, as well as funds received from the National Bank of Ukraine – UAH 20.3 billion.

Such steps indicate the priority of ensuring the country’s defense capability in the budget policy for 2025, which is especially important in times of war and the need to strengthen the army.

As a reminder, tonight, the approval of a new EU budget plan of 1.7 trillion euros for a seven-year period is expected, which includes over 80 billion euros in aid to Ukraine.

As reported, the US Senate Armed Services Committee approved $500 million in aid to Ukraine as part of the defense budget bill for fiscal year 2026.

In addition, the European Union is looking for ways to cover Ukraine’s budget deficit of up to $19 billion in 2026.
