On the morning of October 16, a draft resolution was registered in the Verkhovna Rada proposing to review the Cabinet of Ministers’ decision of October 13 regarding the reservation of military personnel. The document was supported by 63 people’s deputies.

This was announced by People’s Deputy Yaroslav Zheleznyak, who initiated the preparation of the draft resolution.

The document includes recommendations for the government:

▪️ cancel the Cabinet of Ministers’ decision of October 13;

▪️ conduct consultations with businesses;

▪️ review the feasibility of creating a Coordination Center in the proposed form. If it is created, it is proposed to include business representatives in its composition.

According to the authors of the initiative, they plan to raise the issue with the Prime Minister during the government question hour in the Verkhovna Rada.

“Thank you to the author’s team for their position,” Zheleznyak concluded.

It was previously reported that Ukraine is preparing changes to the rules for booking military conscripts. The project provides for reducing limits for enterprises in the defense-industrial complex, energy, and part of the utilities sector, as well as the creation of a new body that will influence the granting of the status of a critically important enterprise.

Later, Oleksandr Fedienko, a member of the Verkhovna Rada Committee on National Security, Defense and Intelligence, warned that the government’s proposed changes to the rules for reserving military personnel could create risks for parents with many children, students and other categories of citizens who have a deferment from mobilization for certain reasons. Employers may begin to lay off such workers in order to maintain the ability to reserve other employees.

Subsequently, on October 13, the Cabinet of Ministers approved amendments to the rules for reserving conscripts. They concern the number of employees that companies will be able to reserve, as well as the procedure for granting the status of a critical enterprise. However, the resolution still needs to be finalized.

The MPs also demand that the government abandon plans to create a Coordination Center for Organizing Reservations for Conscripts. Member of the Verkhovna Rada Committee on National Security, Defense, and Intelligence Oleksandr Fedienko stated that the new structure could complicate the work of enterprises and increase bureaucratic obstacles.

In particular, on October 15, more than 40 MPs in the Verkhovna Rada signed an initiative to repeal the Cabinet of Ministers’ resolution of October 13, which changes the rules for reserving military conscripts. Another part of the parliamentarians promised to join the initiative after the plenary session ends.

At the same time , representatives of various parliamentary factions and groups that are members of the Verkhovna Rada Committee on National Security, Defense, and Intelligence have called on the government to cancel the decision of October 13 regarding changes to the rules for booking military conscripts. In their opinion, the innovations may harm the work of defense and other critically important enterprises.

The Verkhovna Rada Committee on National Security, Defense and Intelligence also considered the government’s proposed changes to the rules for reserving conscripts. In particular, they are talking about a possible reduction in quotas for enterprises in the defense-industrial complex, energy and utilities sectors. The Committee emphasized the risks that such decisions could create for the operation of critical enterprises.
