Over 70% of Ukrainians consider Zelensky responsible for corruption in the state: poll

New Image Marketing Group, together with the publication “Dilova Stolytsia”, conducted a survey “Socio-political Moods of Ukrainians” in June 2026. The results showed that 74% of Ukrainians consider President Volodymyr Zelenskyy to be fully or largely responsible for the level of corruption in the country.

According to the study, 40% of respondents believe that Zelenskyy’s responsibility is complete, since the president is the head of state and forms the vertical of power. Another 34% believe that it is significant, but not sole, emphasizing that the government, courts, and law enforcement agencies are also responsible for corruption. 11% of respondents believe that the president’s responsibility is minimal due to his focus on foreign policy and defense during the war, and 5% believe that Zelenskyy is not responsible, since corruption is a systemic problem.
The authors of the study also studied the attitude of Ukrainians to the corruption scandal surrounding the elite housing cooperative “Dynasty”. 28% of respondents, mostly men and residents of Kyiv, are informed about the investigation of the National Anti-Corruption Bureau (NABU) and are closely following it. 44% said that they had heard about the case in passing, but did not know the details, and another 28% said that they learned about it for the first time during the survey.
Among the emotional reactions to the enrichment of those involved in corruption cases during the war, indignation prevails — it was expressed by 49% of respondents. In second place — disappointment in the inability of anti-corruption agencies to stop such people (24%). 11% called the situation “business as usual” for Ukraine, and 7% feel fatigue and apathy due to the depreciation of their own efforts and donations by the scale of corruption.
Regarding the prospects of punishment for those involved in the “Dynasty” case, 52% of respondents believe that they will be “imprisoned” thanks to connections and money. 28% are convinced that only minor perpetrators will be punished, while the real perpetrators will remain at large. Only 6% believe that the case will be brought to trial and the guilty will be punished.
Corruption scandals also affected electoral sentiment: 31% of respondents said that this confirms their doubts and they will look for new political forces, and 29% said that this radically changes their position and they will not vote for representatives of the current government. 20% believe that this does not affect their choice, and another 20% could not decide on an answer.
The survey participants were also asked whether they had heard of a person named “Vova” in the “Dynasty” case – a person associated with the purchase of expensive real estate. 43% of respondents answered in the affirmative, with this figure being 54% among men and 34% among women. When asked about the possible connection of this name with Volodymyr Zelensky, 38% answered that they were not familiar with the details of the investigation. At the same time, 34% of respondents, more often men over 55 years old and residents of Kyiv, indicated a strong association with Zelensky and his inner circle. Another 20% believe that this is a pseudonym used by journalists to avoid revealing the identity of the real suspect, and 8% are convinced that we are talking about the capital’s developers.
Overall, among the problems that concern Ukrainians the most, corruption ranks second with a score of 31% (for comparison: in February it was 29%, in March — 33%). The list of main problems looks like this:
- shelling and fears for life and health due to the war — 42%;
- corruption — 31%;
- the situation at the front — 27%;
- activities of territorial procurement centers (TCC) — 25%;
- price increases and inflation — 19%.
It is noted that the survey was conducted on June 12-15, 2026 on the territory of Ukraine, with the exception of the temporarily occupied parts of Donetsk, Zaporizhia, Luhansk, Kherson regions and Crimea. 800 Internet users aged 18 and over participated in it. The statistical error with a probability of 0.95 does not exceed 3.54%.
It is worth recalling that the focus of public attention has been on the investigation into the construction of an elite cottage town called “Dynasty” , which is linked to the entourage of the state’s top leadership and where the name “Vova” is mentioned.
