Over two million tons of grain: Russia continues illegal export of agricultural products from occupied territories

In 2025, Russia exported more than 2 million tons of grain from the temporarily occupied territories of Ukraine. The total value of illegally exported products was about $400 million.

The volumes and mechanisms of grain exports were reported by the First Deputy Head of the Foreign Intelligence Service of Ukraine, Oleh Luhovsky. According to him, the main consumers of Ukrainian grain exported by Russia are countries in Africa, the Middle East, and Asia.
“In 2025, Russia exported more than 2 million tons of grain from our temporarily occupied territories worth $400 million. Consumers are countries in Africa, the Middle East, and Asia,” said Oleg Lugovsky.
According to intelligence, grain is transported by the so-called Russian grain fleet through seaports in the temporarily occupied territories of Crimea, as well as Zaporizhia and Donetsk regions.
Separately, Lugovsky reported on the creation by Russia of a grain hub in open waters at the exit from the Kerch Strait. There, grain is transshipped from Russian small-capacity bulk carriers to foreign dry cargo ships in order to hide its origin. The scheme involves 45 ships, 2 storage vessels and about 40 coastal fleet vessels, with 85 percent of the vessels registered in Russian jurisdiction, which allows minimizing the consequences of sanctions.
In addition to grain, according to the Foreign Intelligence Service, Russia systematically exports other resources from the temporarily occupied territories, including:
- coal;
- coke;
- kaolin;
- iron ore;
- soda;
- steel.
According to Luhovsky, last year alone, more than 200,000 tons of minerals and metallurgical products were exported by sea.
By the way, last year Russia officially included the occupied ports of Mariupol and Berdyansk in the list of “open” to foreign ships . This decision is aimed at large-scale export of looted grain, coal and metal from the temporarily occupied territories of Ukraine, which allows the Kremlin to legalize the illegal export of Ukrainian resources on world markets.
As is known, the Kremlin plans to increase the share of stolen grain from occupied regions of Ukraine in the total volume of the Russian harvest due to unfavorable conditions in the Russian Federation itself. This year, Russia is expected to have a “compact harvest” due to drought, sanctions and limited access to machinery, and grain sales volumes in June have already fallen by 34.5%.
