Payments to children with disabilities and care allowances will increase in Ukraine: what is known

Ukraine will increase assistance to families raising children with disabilities. Depending on the disability group and the need for care, payments may increase to 71,000 hryvnias per month.

This is stated in draft law No. 14191, which the Verkhovna Rada adopted in its entirety.

The new rules will come into effect in 2027. The amount of assistance will be tied to a base amount, which will be determined annually in the state budget. At the same time, it cannot be less than 4 thousand hryvnias.

Currently, families with children with disabilities can receive approximately 3,000 to 8,000 hryvnias. After the changes, the amounts will increase and, depending on the specific situation, will range from 20,000 to 71,000 hryvnias per month.

Care allowances will also increase. For a child with a disability in subgroup A, at least 8 thousand hryvnias will be paid, and for subgroup B – at least 4 thousand.

Children who have been disabled due to wounds or other injuries from explosive devices will receive more assistance. For them, the basic payment will be increased by another 50%.

Also, the child will be able to simultaneously receive social assistance due to disability and a pension due to the loss of a breadwinner, if he or she is entitled to it.

A separate procedure will apply to orphans and children without parental care. 10% of the assistance will be transferred to the child’s current account, and the remaining 90% – to a deposit. From the age of 14, the child will be able to use the money in the current account on their own, and the accumulated funds will remain with them to start an independent life.

Another change is assistance to families with young children who have developmental disabilities or are at risk of developing them. An early intervention service will be introduced for families with children under four years of age. Specialists will help parents with the care, development, education, socialization, and adaptation of the child.

From 2027, the state will also pay for the support of children during inclusive education, development and care services. Separately, the possibility of temporary childcare has been provided so that parents or guardians can rest.

The changes will also affect adults with disabilities since childhood. For group I, the benefit will be at least 8 thousand hryvnias per month, for group II – 4 thousand, for group III – 3 thousand.

People with subgroup A will be able to receive at least 8 thousand hryvnias in allowance, with subgroup B – 4 thousand. Single people with disabilities since childhood of groups II and III who require constant care will be paid an additional payment of at least 3 thousand hryvnias.
