Peace talks, security and financing of the Russian Federation: Zelensky’s key statements at the conference in Munich

Ukrainian President Volodymyr Zelenskyy met with NATO Secretary General Mark Rutte in Munich on February 14 and spoke at the Munich Security Conference. During his speech, the head of state raised the issues of military assistance, peace negotiations, Russian aggression, and security guarantees.

It is noted that on February 14, on the sidelines of the Munich Security Conference, the President of Ukraine met with the NATO Secretary General. During the meeting, Zelensky congratulated Rutte on his birthday.
Negotiations between the parties were scheduled and began on the day of the meeting. They were also attended by Ukrainian negotiators who will participate in future talks with Russia.
Assessment of Russia’s position on the war
The president said that Russian President Vladimir Putin is not interested in ending the war.
“Putin is not interested in anything else, he does not live an ordinary life, he does not sit in a cafe… He cannot imagine life without power, he consults more with Tsar Peter and Empress Catherine about territorial gains than with any living person about real life,” Zelensky said.
The President emphasized that Putin will not abandon the war against Ukraine.
“Can you imagine Putin without war? No one in Ukraine believes that he will let go of Ukraine or Europe, he will not let go of the idea of war. He may see himself as a tsar, but in reality he is a slave to war. If he lives another 10 years, we can understand that it could be war, and then he could return or expand,” he added.
Negotiations on a peace agreement and security guarantees
The President declared Ukraine’s readiness to conclude a peace agreement.
“We are ready for an agreement that will bring real peace. We believe that this war can be ended,” he said.
Zelensky noted that there are agreements ready to be signed with the United States and Europe. He stressed that security guarantees should be a component of any agreement.
“These guarantees will answer the main question: how long before there is another war? And we hope that President Donald Trump will hear us, we hope that Congress will hear us, we hope that the American people will hear us. And we are grateful for all the real help,” the president noted.
He also reported contacts with Steve Witkoff, Jared Kushner, and a meeting with Secretary of State Mark Rubio. The President expressed hope that the trilateral talks next week will be productive.
“Americans often return to the issue of concessions, and too often these concessions are discussed only in the context of Ukraine, not Russia. Europe is practically not present at the table, which is a big mistake, in my opinion,” Zelensky added.
Ukraine’s priority needs and strategic goals
The President stated that Ukraine needs to strengthen its energy security and additional missiles for air defense systems. According to him, the Armed Forces of Ukraine lack Patriot, NASAMS, and IRIS-T missiles.
Zelenskyy reported that Ukraine, together with partners, is preparing a plan for energy support and missile supplies by February 24. He also emphasized that Ukraine’s strategic goals remain membership in the European Union and NATO.
PURL Weapons Procurement Program
The President stated that the PURL program, which involves the purchase of American weapons for Ukraine, exists thanks to the support of Europe.
“Europe is paying for our ability to stop ballistic strikes,” Zelensky said.
According to the head of state, over 6,000 Russian drones, 150 missiles of various types, and over 5,500 surface-to-air missiles attacked Ukraine during the month.
Shortage of air defense missiles
Zelensky reported a shortage of missiles for Ukrainian air defense forces. He noted that sometimes the supply of missiles occurs just before Russian strikes.
“Because these units used their missiles to stop Russian strikes, there was no replenishment, and intelligence says that a new massive strike could be in 1-2 days. Sometimes we manage to deliver new missiles right before the strikes, sometimes literally at the last moment,” he said.
The President clarified that in January alone, Russia used 6,000 strike drones, over 150 missiles, and over 5,000 cruise missiles against Ukraine.
“And so every month. Imagine this in your own city: broken streets, destroyed houses, schools… And this is daily life in Ukraine through Russia for four years,” the head of state added.
He also reported that the air defense missiles that Ukraine received on Sunday were used on Thursday.
Russian oil tankers and Kremlin financing
The president said that Russian oil tankers continue to be a source of funding for the Kremlin and operate off the coast of Europe.
“Russian oil tankers are still freely moving along European coasts. In the Baltic Sea, in the North Sea, and also in the Mediterranean,” Zelensky said.
According to him, Russia uses more than 1,000 tankers, each of which is a “floating wallet” for the Kremlin.
The President noted that he discussed this issue with French President Emmanuel Macron and European Commission President Ursula von der Leyen.
“We talked about updating European legislation so that Russian tankers can not only be detained, but also blocked. This is important,” he added.
Statement on Orbán
During his speech, the president made a statement regarding Hungarian Prime Minister Viktor Orban.
“Behind our people stand sovereign Poland and free Baltic states, there may be sovereign Moldova and Romania without dictatorship. And even Viktor alone can think about how to grow his belly, and not about how to increase his army to stop Russian tanks. Ukraine did not choose this war. It would be wrong to assume that others can remain behind Ukraine,” Zelensky said.
Zelenskyy previously stated that the document on security guarantees for Ukraine is fully prepared . Kyiv is currently awaiting a signal from the United States regarding the place and date of its signing.
It later became known that the United States of America declared its readiness to ratify the security guarantees in the US Congress.
