In the US, Congressmen Brian Fitzpatrick, Don Bacon, and Marie Glusenkamp Perez have introduced the bipartisan Ronald Reagan Peace Through Strength Act of 2026 to Congress. The document would repeal the permit for the import of Russian energy resources, strengthen compliance with the relevant ban, and guarantee intelligence support to Ukraine.

This was reported by the press service of Congressman Brian Fitzpatrick.

The bill was introduced after the U.S. Treasury Department issued General License No. 135 on October 9, which authorized transactions in Russian diesel fuel, including its import into the United States. This decision contradicts a 2022 federal law that prohibits the import of Russian energy resources.

Brian Fitzpatrick stated that Congress must enforce existing legislation and prevent funds from the sale of Russian energy resources from helping to finance the war against Ukraine.

“We should not import a single drop of Russian oil. Congress passed this decision with overwhelming bipartisan support in 2022, and this law remains in effect,” Fitzpatrick said.

Don Bacon also criticized the US administration’s decision to allow operations with Russian diesel fuel. He emphasized that Americans support Ukraine and oppose Russian aggression.

Marie Glusenkamp Perez said that importing Russian oil is contrary to the national interests of the United States and the will of Congress. According to her, the bill should terminate the relevant authorization and prevent financing of Russia’s war against Ukraine.

The document provides for 3 main measures:

  • Revocation of the US Treasury Department’s General License No. 135 and a ban on the issuance of future permits that allow the import of Russian energy resources.
  • Strengthening the enforcement of the ban on Russian oil imports by restricting the use of Ministry of Finance budget funds for transactions that violate the 2022 law.
  • Protecting intelligence support for Ukraine — relevant intelligence agencies must provide assistance for Ukraine’s defense and notify Congressional intelligence committees within 24 hours of any termination of such support.

Daniel Balson, advocacy director at Razom for Ukraine, supported the legislative initiative. He said Congress should enforce the law and block imports of Russian diesel fuel.

The Ronald Reagan Peace Through Strength bill aims to limit Russia’s energy export revenues and preserve American intelligence assistance needed for Ukraine’s defense.

Earlier, a group of US congressmen from both major parties called on President Donald Trump to strengthen sanctions against Russia and apply the “Graham Act.”

Recall that Donald Trump signed a law strengthening sanctions against Russia and Iran . The document expanded Washington’s sanction and tariff powers against both countries.
