Pension indexation in Ukraine: who will receive payments in 2027 and by how much

Ukraine plans to conduct an annual indexation of pensions in March 2027, which could cover about 10 million citizens. The exact conversion factor and the amount of the increase have not yet been determined.

Funds for annual indexation are provided for in the draft State Budget for 2027. According to MP Olga Vasilevska-Smaglyuk, the Cabinet of Ministers will determine the final indicators of the recalculation closer to its implementation.

The size of the increase will depend on 2 economic indicators:

• the level of official inflation;
• the growth rate of the average wage from which the social security contributions are paid.

The draft state budget for 2027 provides for a transfer of UAH 292.82 billion to the Pension Fund. This is UAH 41.51 billion more than the budget for pension expenditures in 2026.

The explanatory materials to the bill state that the funds are planned to be used, in particular, for the payment of pensions, supplements, allowances and promotions, as well as for annual indexation starting March 1.

Thus, the March recalculation of pensions in 2027 is provided for in the budget plans, but its final parameters and the amount of future payments have not yet been determined.

Recall that combatants in 2026 have the right to early retirement . Men can apply for it from the age of 55 with at least 25 years of insurance experience, and women – from the age of 50 with 20 years of experience.
