Personnel changes in the government are planned for next week: who and to what position they may be appointed

Ukraine may announce the formation of a new Cabinet of Ministers next week. According to sources, Prime Minister Denys Shmyhal will leave the post of Prime Minister and may head the Ministry of Defense. His place will probably be taken by First Deputy Prime Minister Yulia Svyrydenko. Other significant changes in the government structure and personnel reshuffles are also expected, including a new Ukrainian ambassador to the United States.

According to journalists, the formation of a new government may take place between July 15 and 17. According to the source, President Volodymyr Zelensky has already made fundamental personnel decisions.
Main permutations:
- Prime Minister Denys Shmyhal will take over as Minister of Defense of Ukraine;
- First Deputy Prime Minister Yulia Svyridenko will become the new head of government;
- Defense Minister Rustem Umerov, in turn, may be appointed Ukraine’s ambassador to the United States, replacing Oksana Markarova, with whom the president has already held negotiations regarding her possible resignation.
According to sources, the upcoming changes will not be limited to replacing key figures:
- it is planned to merge individual ministries;
- a redistribution of powers between departments is expected;
- Several ministers will lose their positions, but the exact list is still being finalized.
Such actions are obviously aimed at increasing the efficiency of state governance in wartime.
President Zelensky has previously stressed the need to update the defense management system. In particular, on July 12, he stated the need for “new steps” in this area, hinting at personnel decisions that would “come soon.”
The appointment of Denys Shmyhal as Minister of Defense may indicate a transition to a new model of military-civilian governance, as well as strengthening interaction between the government, the army, and international partners, in particular on issues of defense procurement and security sector reform.
As it became known, the Office of the President is preparing a decision on the resignation of Prime Minister Denys Shmyhal and a complete renewal of the Cabinet of Ministers. Later, it became known that the head of the Office of the President, Andriy Yermak, is probably behind potential personnel changes in the Government , which may occur in the near future.
By the way, the current Prime Minister Denys Shmyhal may be replaced by the Minister of Economy of Ukraine Yulia Svyrydenko as early as July 2025 .
