“Places of deprivation of freedom without any legal grounds”: unsanitary conditions and numerous violations were recorded in the Uzhhorod CCC

The Verkhovna Rada Commissioner for Human Rights, Dmytro Lubinets, announced the violations discovered in the Uzhhorod CCC during a monitoring visit. Based on the results of the inspection, he filed a criminal complaint and took the situation under personal control.

According to the Ombudsman, his representative in the Zakarpattia region, Andriy Kryuchkov, visited the Uzhhorod RTCC and the SP, during which, despite obstruction, a number of violations were recorded.

“Despite obstruction by officials, we managed to record outrageous violations,” said Andriy Kryuchkov.

In particular, there have been cases of people being held for long periods of time without proper grounds. Some people were held for up to 50 days, including a veteran with a combat veteran’s certificate who was not released.

Also, according to the Ombudsman, documents and mobile phones were confiscated from detainees without proper registration, which limited their right to defense.

The conditions of stay, according to Lubinets, did not meet the proper standards. There were only 3 mugs and 8 metal plates for 40-60 people, which forced people to use the dishes in turns without proper processing. Also recorded was the lack of organized meals, bed linen, as well as the presence of only 1 toilet and 1 shower for such a number of people.

The Ombudsman also highlighted cases of ignoring the health of detainees. In particular, help was called for a man with a blood pressure of 190 over 100 only after the intervention of an Ombudsman representative.

“Such institutions have actually turned into places of deprivation of liberty without any legal basis,” said Dmytro Lubinets.

Based on the results of the inspection, the Ombudsman filed a statement regarding possible criminal offenses under articles on unlawful deprivation of liberty, torture, interference in the activities of a state figure, and inaction of military authorities.

Recall that in Volyn, employees of the State Bureau of Investigation detained an official of the territorial recruitment center, who, together with other servicemen, used force against a 60-year-old man during an attempted mobilization . The victim received moderate injuries, and a preventive measure was chosen for the suspect.

By the way, the former head of one of the district territorial procurement centers in the Kyiv region will be tried for illegally seizing eight cars from entrepreneurs, allegedly for the needs of the army.
