Plan 28” or Plain Surrender? What Zelenskyy’s Address Really Signals

Zelenskyy’s address was not meant to inform. It was meant to emotionally mask an unpopular decision being prepared behind closed doors — because the real message lies in what he didn’t say.

First, it creates a false choice: either a “loss of dignity” or a “loss of a key partner,” as if there were no third option between capitulation and conflict with the United States — professional diplomacy, a strong stance, reforms, and maintaining sovereignty. This is a classic use of fear rather than explanation.

Second, he conceals reality behind pathos.
The Vitkoff-Dmitriev Plan? US ultimatums? Real concessions? Red lines?
Not a single word.
Instead, he appeals to his own “oath” and casts himself as a holy martyr. This is an attempt to replace responsibility with moralizing.

Third, Zelenskyy shifts the state’s failures onto society.
“Stop the chaos!” — comes from a leader whose:

  • mobilization efforts are overwhelmed;

  • corruption scandals erupt weekly;

  • Defense procurement is riddled with gaps.

  • The government functions under the principle: “Yermak decides, we comply.”

It suddenly becomes the citizens’ fault for being “not united,” rather than the government’s failure.

Fourth, it prepares society for the reality that the decision has already been made.
Hence, the rhetoric:

  • “I will not betray”;

  • “I didn’t sign then.”;

  • “The people are behind me.”

This is a psychological primer for future concessions — laying the groundwork to justify why the plan may suddenly become painful.

Fifth, he imposes the formula “unity = silence.”
Criticism becomes a “game.”
Questions are seen as “aiding the enemy.”
Political oversight is dismissed as “chaos.”

This is how authoritarian regimes cultivate compliance for any action taken by the government.

In conclusion:
This address contains no facts, provides no clear statement of Ukraine’s position, and offers no strategy.
It merely prepares society for a decision they are unwilling to openly explain.
When the authorities ask citizens to “take their word for it,” it means the real terms will only be revealed after the decision has been made.

As a reminder, on November 21, President of Ukraine Volodymyr Zelenskyy addressed citizens with a statement in which he emphasized that the country is going through one of the most difficult periods in its recent history. He noted that the state is under unprecedented pressure, and a difficult choice may lie ahead.
