Poor-quality provision of services worth 36 million hryvnias: The Government recalculated utility payments for January

Prime Minister of Ukraine Yulia Svyrydenko held a meeting with the Head of the State Service for the Supervision of Food, Agriculture and Consumer Protection of Ukraine Serhiy Tkachuk regarding the recalculation of utility services. For January 2026, Ukrainians were not charged 36.4 million hryvnias due to non-provision or poor-quality provision of services.

According to the Prime Minister, the recalculations were carried out in cities where services were not provided, were not provided in full, or were of inadequate quality, in particular due to enemy attacks. These are amounts that were not included in payments for heat, hot and cold water, sewage, and waste management.
The total amount of unaccounted funds is 36.4 million hryvnias. In particular:
- heat supply — 16.6 million hryvnias;
- hot water — 9.9 million hryvnias;
- water supply — 3.9 million hryvnias;
- drainage — 5.7 million hryvnias;
- waste management – 257.6 thousand hryvnias.
It is separately noted that in Kyiv, due to service interruptions, residents were not charged 9.1 million hryvnias for water supply and sewage. Also, fees for centralized heating were not charged at all in January.
“The principle remains unchanged – people should pay only for the services actually received,” said Yulia Svyridenko.
She added that the State Service for Food, Consumer Protection and Consumer Rights Protection continues to monitor the implementation of the government decision on the fair recalculation of utility services.
It was previously reported that there are no plans to change tariffs for electricity, gas, heating, and hot water until the end of the heating season.
As a reminder, the Cabinet of Ministers has asked the National Commission for the Regulation of Energy and Utilities of Ukraine to postpone the increase in water tariffs. Prime Minister Yulia Svyrydenko stressed that in times of war, the population should not feel additional financial pressure.
