Poroshenko at the Supreme Court: Illegal sanctions hinder the protection of people and businesses from Russian missiles and martyrs
During a Supreme Court hearing to overturn Zelenskyy’s illegal sanctions decree, Petro Poroshenko stated that these sanctions hinder the protection of people and businesses from Russian missiles and Shahid missiles.
He recalled that Russia has already struck ROSHEN facilities twice since the beginning of this year, resulting in the deaths and injuries of workers and rescuers.


“Since our previous meeting, rockets and Shaheed missiles struck the Kyiv confectionery factory ROSHEN on January 24, killing people. A firefighter was killed at the ROSHEN logistics center on February 6. The firefighters are also in critical condition and have not yet been transferred from intensive care. We are concerned about their health. And now I would like to read a verbatim quote from Government Resolution No. 1506. You know that enterprises critical to Ukraine’s economy are granted the right to independently use acquired air defense equipment to protect people and protect production facilities. Clause 7 states that this Resolution does not apply to legal entities or enterprises owned by sanctioned persons. I cannot protect people because the government says that sanctioned persons are prohibited from protecting and that selling air defense equipment is prohibited,” Poroshenko noted.
“Let people continue to die, and they will continue to postpone the completely illegal, unconstitutional, extrajudicial, and indefinite sanctions against the opposition leader,” the fifth president fumed. Poroshenko also recalled that ROSHEN is one of the largest taxpayers to Ukraine’s budget, with payments totaling UAH 7.5 billion for 2025.
“No one knows the purpose of the sanctions against me. Poroshenko’s very existence in Ukraine as an opposition leader poses a threat to Zelensky and national security. This threat will last for my entire life. This is currently being presented as the government’s position and the president’s position. We haven’t heard any other circumstances throughout the entire process,” the party leader stated.
He also recalled that the law clearly specifies an exhaustive list of individuals subject to sanctions: “I am the author of this law. The transcript of the Verkhovna Rada clearly confirms that sanctions do not apply to individuals, citizens of Ukraine, or residents of Ukraine. It is clearly stated in the first article—it applies exclusively and only to non-residents.”
Poroshenko also recalled that the ECHR’s ruling , which states that sanctions cannot be imposed without justification, has entered into force: “The ECHR clearly states this. Such decisions and errors identified by the ECHR’s rulings must be corrected, because ECHR rulings are law-making decisions.” “I sincerely hope that an objective, legal, European, and legitimate decision will be made today,” Petro Poroshenko emphasized.
Earlier in the case, it became known that some of the documents on the basis of which the sanctions were imposed were submitted to the National Security and Defense Council retroactively, after the decision had been made and the Decree had been signed.
Poroshenko’s lawyers have added documents to the case file proving the identical wording in publications about Poroshenko on resources linked to Portnov, in the corresponding petition , which did not receive the necessary votes, and in the justification for sanctions in President Zelenskyy’s decree.
The court also included in the case file the ECHR’s decision of October 16, 2025, in which the European Court of Human Rights found that sanctioned persons in Ukraine lacked sufficient opportunity to protect their rights and due procedural guarantees against arbitrariness during judicial review of the decision to impose sanctions.
At previous Supreme Court hearings, evidence of falsified sanctions against Poroshenko was examined. Poroshenko’s lawyers showed a film produced by the 1+1 television channel in which Zelenskyy directly admitted that the National Security and Defense Council is his weapon and that he uses it because it’s more effective than following the law.
Government officials also stated that sanctions against Poroshenko were imposed for educational purposes. President Zelenskyy’s representative to the Supreme Court also acknowledged that amendments had been made to the signed decree implementing the National Security and Defense Council’s decision to impose sanctions against Poroshenko, which she described as “technical corrections.”
President Zelenskyy’s spokesperson also confirmed earlier during the meeting that the National Bank of Ukraine illegally imposed financial restrictions on Petro Poroshenko.
Before making a decision, the court announced a recess until April 3.
