Poroshenko called on “servants of the people” to return from vacation and address the issue of shelters: the draft law has been hanging in the Rada for three years

The leader of the European Solidarity faction, Petro Poroshenko, called on the people’s deputies from the parliamentary majority to interrupt the summer vacation and urgently consider a bill that should regulate the issue of providing citizens with shelters during martial law.

According to Poroshenko, the European Solidarity faction submitted a bill to improve the system of protective structures back in 2023, but it was never considered. In July 2026, deputies re-registered the revised document No. 15397 ” On Amendments to Certain Legislative Acts of Ukraine Regarding the Adoption of Measures to Ensure the Safety of Citizens in a Special Period.”

The draft law, in particular, provides for:

• • guaranteeing unhindered access of citizens to shelters during martial law;

• • establishing clear requirements for the technical condition and equipment of protective structures;

• • introducing regular checks of their readiness;

• • increased responsibility for proper maintenance of shelters;

• • expanding the network of protective structures, in particular by installing modular shelters.

Poroshenko emphasized that the next massive Russian attacks have once again demonstrated the urgent need to create an effective system for protecting the civilian population.

“We have been demanding a full-fledged state policy on shelters for three years. We have given ready-made proposals – just take them and do them. People must have reliable shelters. This must be done urgently,” he said.

The politician also criticized the decision of the majority of people’s deputies to go on summer vacation until August 18, noting that in times of war, parliament must urgently consider issues related to the security of citizens.
