Poroshenko in the Supreme Court: sanctions were imposed on the basis of falsified documents
Petro Poroshenko stated in the Supreme Court that sanctions against him were imposed on the basis of falsified documents, and after the decree was published, amendments were illegally made to it without a new meeting of the National Security and Defense Council and without a new presidential decree.

The fifth president emphasized that the original text of the decree with errors is still on the official websites of the president and the National Security and Defense Council. It was on the basis of this version that on February 13, 2025, state authorities began to apply sanctions, in particular, the National Bank blocked his accounts and credit cards, which prevented Poroshenko from transferring funds to his own charitable fund to support the Armed Forces of Ukraine.
Poroshenko stated that after that, without a single meeting of the National Security and Defense Council, changes were made to the decree – replacing dates of birth, identification codes, and other personal data. He emphasized that such actions directly indicate falsification of the regulatory act.
The fifth president also accused the authorities of political persecution and stated that Andriy Portnov became the ideologist of the sanctions, and the Office of the President implemented this concept. According to him, the authorities have never provided any evidence of the withdrawal of funds that Volodymyr Zelenskyy publicly announced.
During the consideration of the case, the court attached to the materials the decision of the European Court of Human Rights of October 16, 2025. In it, the ECHR recognized that the sanctions procedure in Ukraine does not provide adequate judicial protection and procedural guarantees for sanctioned persons. Representatives of the President and the Cabinet of Ministers opposed the inclusion of this decision, but the court supported Poroshenko’s side.
The panel of judges of the Cassation Administrative Chamber of the Supreme Court continues to consider Petro Poroshenko’s lawsuit against President Volodymyr Zelenskyy to cancel the decree on sanctions. Diplomats, journalists, and people’s deputies are present in the courtroom.
It was previously reported that the ideologist of the introduction of sanctions against the fifth president and leader of “European Solidarity” Petro Poroshenko was Andriy Portnov , and the Office of the President implemented his concept.
As a reminder, President Zelensky’s representative in the Supreme Court admitted that changes were made to the signed Decree on the implementation of the NSDC decision on sanctions against Poroshenko, which she called “technical amendments.”
