Poroshenko’s faction is the most useful for Ukraine, while the “servants” from the “Opposition Platform – For Life” are the opposite – a poll
European Solidarity has the best reputation among parliamentary factions. The underdogs are the Opposition Platform – For Life and Servant of the People.
These survey results are published by KIIS.
Sociologists asked respondents the same question in December 2024 and February 2025. KIIS asked whether the faction’s activities were more beneficial to Ukraine or more likely to hinder the country’s development. In September 2025, sociologists asked respondents this question again.
More respondents have a positive view of the EU faction – 38% believe its activities benefit Ukraine. 36% have a different opinion.
Next comes the Voice faction, where 33% believe that its activities benefit Ukraine, while 27% believe the opposite (the remaining 40% were undecided).
25% consider the activities of the Batkivshchyna faction useful (up from 24% in February). 48% believe the faction’s activities hinder the development of the state (up from 40% in February).
As for the Servant of the People faction, 25% consider its activities useful, while 52% consider them to be hindering the development of the state.
As for the Platform for Life and Peace group, 15% believe that its activities benefit Ukraine, while 43% do not.
Overall, the majority of respondents – 59% – positively evaluate the activities of at least one faction from the list (in February 2025, this figure was 59%; in December 2024, this figure was 55%).
As KIIS Executive Director A. Hrushetskyi notes in his commentary, the majority of Ukrainians see at least one faction in parliament whose activities they consider beneficial to the country (and this figure has even increased slightly compared to the end of 2024). In other words, the majority see the current Verkhovna Rada as worthy and trustworthy. This is one of the safeguards against the delegitimization of the very idea of parliamentarism in Ukraine.
“In any case, Ukraine must have a strong, regional parliament that would play an important role both in national defense and in the development of democratic governance. For both of these areas, avoiding fragmentation and polarization is critical. Conversely, all forces that consider themselves patriotic and democratic must find a way to advance democracy.”
The survey was conducted from September 19-28, 2025, using telephone interviews based on a random sample of mobile phone numbers (with random number generation and subsequent statistical weighting). A total of 1,029 respondents were interviewed across all regions of Ukraine (territory controlled by the Government of Ukraine). The margin of error for this sample (with a probability of 0.95 and taking into account a design effect of 1.3) did not exceed 4.1% for indicators close to 50%, 3.5% for indicators close to 25%, and 2.5% for indicators close to 10%.
