Pre- and post-natal assistance: The Council supported a new model of social support for parents

The Verkhovna Rada adopted in the first reading draft law No. 13532, which provides for a radical update of the approach to state assistance to families with children. 290 deputies voted in favor of the relevant decision.

The details of the innovations were announced by People’s Deputy Oleksiy Honcharenko.

The bill provides for several financial instruments to support parents — both before and after the birth of a child.

What the new support system provides:

Increase in one-time birth allowance
The payment amount is increasing from the current UAH 41,280 to UAH 50,000. And most importantly, this amount will be paid immediately, not in installments, as before.

“Baby Package” – Earlier Than Usual
You can get a basic set of things for a newborn even before birth – from the 36th week of pregnancy, and not only after the birth of the child.

Assistance for pregnant women without official experience
Women who do not have insurance experience will be able to receive a monthly allowance of UAH 7,000 during pregnancy.

Childcare support for children up to 1 year old
If one of the parents or grandparents remains with the child, the state will pay UAH 7,000 per month until the child reaches 1 year of age.

The “eJasla” program
For parents who return to work after the child’s first year of life, a kindergarten allowance of up to UAH 8,000 per month is being introduced. Alternatively, the state will pay the social security contribution for the parent who stays at home in order to maintain the insurance period.

“School Student Package” for first graders
All children entering first grade, regardless of family income, will receive a one-time allowance of UAH 5,000 for school supplies.

The bill has yet to pass its second reading, but it has already become the subject of active discussion. If the document is finally adopted, the new rules could come into effect as early as next year.

Recall that from September 1, 2025, the size of presidential academic scholarships for pupils, students and postgraduates will increase significantly in Ukraine . The government made the corresponding decision, approving amendments to the resolution. Although the increase applies only to this prestigious category of scholarships, experts emphasize the need to review the size and regular payments.

As reported, parents of children who are entering first grade this year will be able to receive 5,000 hryvnias under the new “Student Package” program. The funds can be used for school supplies, clothes, and shoes. The application must be submitted by November 15, 2025 through the “Diya” application or Monobank.
