Propaganda instead of weapons: how Russia is changing its war priorities

The Russian Federation continues to actively expand its information front — even despite the reduction in defense spending in the state budget for 2026, propaganda spending will increase by a record 54%.
This was stated by the Minister of Foreign Affairs of Ukraine Andriy Sybiga, according to the official Facebook page of the ministry.
“Such a step demonstrates the true priorities of the aggressor state: suffering defeats on the battlefield, the Kremlin is trying to compensate for this with a large-scale disinformation campaign,” the head of the Ukrainian foreign ministry emphasized.
He emphasized that in the 21st century, words are no less powerful weapons than missiles or tanks, and that is why the fight for truth in the information space is gaining strategic importance.
“Strengthening information resilience remains a key task for Ukraine, as the state’s ability to effectively protect its interests and counter Russian aggression in the communications sector depends on it,” Sybiga concluded.
At the same time, military analysts note that the war in Ukraine remains complex and difficult to predict, but the front line is almost unchanged . In the next six months, it is unlikely that a significant breakthrough from either side — either Ukrainian or Russian troops — should be expected.
However, it was previously reported that Moscow did not accept Trump’s ceasefire initiative .
One way or another, such issues will be discussed during the upcoming meeting between the presidents of the United States and Russia , which is due to take place in Budapest in the near future.
