Russian dictator Vladimir Putin used a meeting with Kazakh President Kassym-Jomart Tokayev to justify continuing the war against Ukraine, a move that the Institute for the Study of War believes demonstrates the Kremlin’s unwillingness to stop fighting until its military goals are achieved.

ISW notes that the Kremlin’s statements after Putin’s meeting with Tokayev indicate Russia’s rejection of the idea of freezing the front line. According to analysts, the Kremlin used the talks as an informational pretext to justify the continuation of the war.

According to experts, Putin faces declining approval and trust ratings, an increasingly difficult economic situation, and mounting losses for minimal improvements in Ukraine, while continuing to wage war in largely the same way as he has since 2022.

“The Kremlin continues to signal to Russians that they must be prepared to bear the costs of a prolonged war against Ukraine, and likely used Putin’s meeting with Tokayev as an excuse to remind Russians of this justification,” the ISW concluded.

Recall that Kazakh President Kassym-Jomart Tokayev, during a meeting with Russian dictator Vladimir Putin, called for a freeze on the war against Ukraine and the resumption of the negotiation process . He also proposed a return to the so-called “Istanbul Formula 2.0.”

Later, Ukrainian Foreign Minister Andriy Sybiga commented on the appeal of Kazakh President Kassym-Jomart Tokayev to Russian dictator Vladimir Putin to stop the war against Ukraine . According to the Foreign Minister, Kyiv supports such initiatives, but in order to move to diplomacy, it is necessary to increase pressure on Moscow.
