Record number of victims: Russia killed at least 265 Ukrainian civilians in June
June 2026 was the deadliest month for Ukrainian civilians since Russia began its full-scale war. According to preliminary UN data, at least 265 civilians were killed and another 1,816 were injured in Russian attacks.

UN Under-Secretary-General for Political and Peacebuilding Affairs Rosemary DiCarlo stated during a meeting of the UN Security Council that preliminary data from the Office of the UN High Commissioner for Human Rights indicates a record number of civilian casualties in Ukraine in June 2026.
According to her, at least 265 civilians were confirmed dead and 1,816 injured in June.
“This worrying trend appears to be continuing into July,” said Rosemary DiCarlo.
The official noted that since the start of Russia’s full-scale invasion in February 2022, the Office of the UN High Commissioner for Human Rights has confirmed the deaths of at least 16,402 civilians, including 802 children. Another 48,428 civilians, including 2,948 children, have been injured.
“These figures only take into account confirmed casualties. The actual numbers are likely much higher,” Rosemary DiCarlo stressed.
During her speech, she also mentioned the Russian authorities’ statement about the alleged deaths of 250 civilians and the injury of 1,596 people in Russia in the first half of 2026.
“The United Nations has no way to verify these reports,” said Rosemary DiCarlo.
The official separately drew attention to the situation in the temporarily occupied territories of Ukraine. According to her, there are restrictions on freedom of expression, administrative penalties, and imprisonment for pro-Ukrainian positions or the use of Ukrainian symbols.
“We continue to call on the Russian Federation to cease practices that violate its international human rights obligations and to ensure unhindered access to the Office of the UN High Commissioner for Human Rights and other international human rights monitoring mechanisms,” emphasized Rosemary DiCarlo.
She added that Russia’s war against Ukraine has led to massive loss of life, destruction, and population displacement, and continues to undermine international law and regional security.
“An immediate, complete and unconditional ceasefire cannot be postponed any longer. This ceasefire must lead to a just, durable and comprehensive peace in accordance with the UN Charter, international law and relevant UN resolutions,” Rosemary DiCarlo stressed.
As a reminder, on the night of July 6 , Russia launched a massive missile strike on Kyiv, with the first reports of explosions appearing at approximately 2 a.m. The attack affected the Holosiivskyi, Podolskyi, Darnytskyi, and Obolonskyi districts of the capital, with fatalities and dozens of injuries.
