Military Training Becomes Mandatory for Students in Ukraine — Noncompliance May Lead to Expulsion

Ukraine to Launch Basic Military Training for University Students Beginning September 1, 2025

Basic military training will be compulsory for male students, while female students will have the option to participate voluntarily.
Eligible participants include 18-year-old male students in good health who are enrolled in full-time or dual education programs. This primarily applies to students in their second year of study who entered university after completing secondary education, as well as first-year students who continued their education after college as junior specialists or junior bachelors.
According to current legislation, students unfit for military service due to health reasons or those who have already completed military service are exempt from the program.
The basic military training program will be implemented in two stages.
The first stage — theoretical training — will cover 13 key topics.
“Refusal to participate in the ‘Theoretical Training of Basic Military Training’ by those for whom it is mandatory, or receiving a failing grade on the final assessment, is grounds for expulsion under Paragraphs 4 or 5, Part One, Article 46 of the Law of Ukraine ‘On Higher Education’,” the Ministry of Education stated.
The second stage — practical training — will focus on weapons handling, terrain navigation, personal safety in combat conditions, and more.
Upon completion of the program, students will take the military oath and officially become subject to military service. However, conscription will be deferred until they reach the age of 25.
As a reminder, Deputy Head of the Presidential Office Iryna Vereshchuk stated that a new system of national resistance is beginning to take shape in Ukraine, involving not only the armed forces but also the entire civilian population.
By the way, the Minister of Education and Science, Oksen Lisovyi, reported that in 2025, about 75-80 thousand students of Ukrainian universities will undergo basic military training.
