Serhiy Kropiva, a subject of the “Carthage” investigation, planned to explain the origin of his Ukrainian property in the NABU recordings by citing the income of relatives in Russia. This could refer to the parents of Serhiy Krapiva’s wife, who are Russian citizens.
This is stated in the investigation by hromadske.
Even now, the prosecutor’s wife, Irina Kropiva, is listed as Irina Rogovchenko in other users’ phone numbers. In 2004, a woman with the same full name, date, and place of birth as the prosecutor’s wife received a Russian passport in the Komi Republic. The document is no longer valid.
But Irina Krapiva’s parents, Alexander and Galina Rogovchenko, according to leaked databases, are still Russian citizens.
The mother-in-law of official Sergei Krapiva is 61 years old. Galina Rogovchenko was born in the Vinnytsia region. She received her Russian passport in 2003, then a new one in 2009. It is still valid and is verified on the Russian Tax Service website.
The prosecutor’s father-in-law is 66 years old. Oleksandr Rogovchenko was born in the Zhytomyr region. He obtained a Russian passport in 2005. This is also confirmed on the Russian tax authority’s website.
But Russian citizenship didn’t stop Sergei Krapiva’s parents-in-law from acquiring a ton of real estate in Ukraine.
Thus, in 2021, the official’s mother-in-law became the owner of three properties in the Faina Town residential complex. Their total area is 31.7 square meters, and their combined value is over 2 million hryvnias. At the time, that was over $80,000.
Serhiy Krapiva’s father-in-law became the owner of a 41.5 square meter space in the same Faina Town residential complex after the full-scale invasion began in November 2022. Its official price was 3.3 million hryvnias, or over $90,000.
In June 2025, Oleksandr Rogovchenko acquired ownership of another apartment in the Great residential complex on Dniprovska Embankment. The 47.5 square meters cost him 1.3 million hryvnias—more than $30,000 in 2025.
The official’s father-in-law and mother-in-law acquired all of this real estate as Russian citizens. It’s possible these Russian relatives are mentioned in the NABU recordings—according to investigators, the “Chancellor” planned to use their Russian income to explain the acquisition of Ukrainian real estate.
However, according to leaked databases, the official’s father-in-law and mother-in-law’s deposits in Russian banks are not worth millions.
Incidentally, NABU and SAP exposed a criminal organization whose members systematically obtained illegal benefits from fraudulent call centers and laundered the proceeds . According to investigators, the scheme’s organizer was one of the heads of departments of the Prosecutor General’s Office.
