Reservations from mobilization will change: Koretsky explained who will be affected by the new rules

The government plans to finalize changes to the system for reserving conscripts from mobilization this week. The new rules are intended to make it fairer and eliminate opportunities for abuse. At the same time, businesses that truly ensure the country’s defense and livelihood will be able to continue reserving workers under the current conditions.

Prime Minister Serhiy Koretsky said this in an interview with BBC Ukraine.

According to him, the government plans to review cases where companies formally receive critical status in order to issue reservations to people who do not actually perform work necessary for the state.

Koretsky stressed that the changes should not affect enterprises that are of real importance for defense capability and providing for the population. In particular, the government does not intend to limit the booking of energy sector workers on the eve of winter.

The Prime Minister also commented on the discussions with businesses on the new rules. He admitted that the government did not hold broad consultations and roundtables, although some discussions took place. At the same time, Koretsky denied that the decision was postponed due to criticism from entrepreneurs or public outcry.

According to the head of government, when reviewing the reservation rules, the authorities should take into account not only the needs of the economy, but also the situation in the army. He noted that the Defense Forces need to replenish their personnel and rotate military personnel who have been at the front for years.

Koretsky separately spoke about the possibility of economic reservation. He did not rule out the introduction of such a mechanism, but emphasized that high salaries and the absence of tax debts do not in themselves make an enterprise critically important for the state.

The Prime Minister explained that the main criterion should remain the company’s real contribution to the country’s defense capability or life support.

He also drew attention to the growing number of citizens receiving deferrals and reservations. According to Koretsky, over the past six to eight months, their number has increased by tens of thousands every month.

The head of government hopes that the new rules will be finalized this week. However, he did not name a specific date for their approval and entry into force.

In addition, Koretsky stressed that Ukraine remains dependent on international financial assistance. According to him, the state’s own revenues cover only a third of the needs for defense, social benefits, and medicine. The rest of the funds are provided by international partners.

The Prime Minister noted that in order to maintain financial support, Ukraine must adopt the necessary laws in a timely manner. The Verkhovna Rada has already supported some of these decisions, but a number of important votes are still ahead.

According to Koretsky, by October 15, the Cabinet of Ministers had adopted all decisions and documents that fall within its competence and are necessary to fulfill obligations to partners.

It was previously reported that Ukraine is preparing changes to the rules for booking military conscripts. The project provides for reducing limits for enterprises in the defense-industrial complex, energy, and part of the utilities sector, as well as the creation of a new body that will influence the granting of the status of a critically important enterprise.

Later, Oleksandr Fedienko, a member of the Verkhovna Rada Committee on National Security, Defense and Intelligence, warned that the government’s proposed changes to the rules for reserving military personnel could create risks for parents with many children, students and other categories of citizens who have a deferment from mobilization for certain reasons. Employers may begin to lay off such workers in order to maintain the ability to reserve other employees.

Subsequently, on October 13, the Cabinet of Ministers approved amendments to the rules for reserving conscripts. They concern the number of employees that companies will be able to reserve, as well as the procedure for granting the status of a critical enterprise. However, the resolution still needs to be finalized.
