Results of the Oslo talks: what did Ukraine and the US agree on?
Negotiations between Ukrainian President Volodymyr Zelensky and US President’s Special Representative Steve Witkoff took place in the capital of Norway, with the participation of the leaders of Norway and Finland. The parties discussed possible ways to end the war, security guarantees for Ukraine, territorial issues and sanctions against Russia. On October 21, Witkoff is scheduled to travel to St. Petersburg to present the developed proposals to the Russian leadership.
This was announced by the negotiators during a joint press conference in Oslo.
Norwegian Prime Minister Jonas Gahr Støre called the negotiations successful. According to him, the Ukrainian, American, and European sides conducted meaningful work on key issues of a peaceful settlement.
He confirmed that Steve Witkoff will travel to St. Petersburg on October 21 to discuss with the Russian leadership the proposals that the parties have developed during the negotiations. Steere did not rule out that this could pave the way for a meeting at the leadership level.
Finnish President Alexander Stubb also announced progress in the talks. According to him, the meeting participants agreed on key security and economic issues, as well as discussed the protection of Ukrainian energy, strengthening air defense, and the possibility of a partial ceasefire.
“I believe that today we have made real progress – actually on two levels: in the long term and in the short term,” Stubb noted.
Volodymyr Zelenskyy stated that Ukraine, together with its partners, has specific proposals for achieving peace, which the American side will convey to Russia.
Separately, the talks discussed security guarantees for Ukraine. According to Zelensky, the American side promised powerful guarantees that would correspond to Article 5 of NATO.
The president also announced that the United States has resumed sharing intelligence with Ukraine, including information about Russian ballistic missile attacks. This is an early warning system that allows for signals of approaching missiles.
In addition, Zelenskyy announced the resumption of Starlink operations within the next 48 hours. According to him, he discussed the issues of satellite communications, intelligence, and Patriot systems with US Secretary of State Marco Rubio.
According to media reports, the negotiators also discussed the possibility of a trilateral meeting between Zelensky, US President Donald Trump and Russian leader Vladimir Putin. Witkoff is expected to raise the issue during his trip to Russia.
At the same time, Stubb stressed that despite contradictory statements in the public space, negotiations at the working level are progressing successfully. According to him, the parties have a common vision for further steps, but now they need to agree on their implementation.
