Rocket strike on high-rise building in Uman: two Russian colonels reported suspicious

Ukrainian investigators have filed new charges in the case of one of Russia’s deadliest attacks on civilians, a missile strike on a high-rise building in Uman in April 2023.
According to the Prosecutor General’s Office, suspicions were reported in absentia to two high-ranking commanders of units of the Russian Aerospace Forces.
These are the commander of the 121st Heavy Bomber Aviation Regiment of Long-Range Aviation and the commander of the 22nd Guards Heavy Bomber Aviation Donbas Red Banner Division. According to the investigation, it was they who carried out the criminal orders to launch missiles at the peaceful city.
Earlier, in November 2023, the suspicion was also reported in absentia to the commander of the long-range aviation of the Russian Aerospace Forces, a lieutenant general, who gave combat orders to his subordinates to strike at civilian objects in Uman.
The investigation established that in April 2023, the general ordered the shelling of the city, and subordinate officers developed a plan for the operation and gave the order to launch high-precision Kh-101 missiles from the Olenya airfield in the Murmansk region. On April 28 at 4:29 a.m., the missiles hit a residential building and a parking lot .
The results of the attack were shocking:
- 24 people died, including six children;
- nine were wounded;
- Seven houses, six businesses, and 70 cars were destroyed or damaged;
- Environmental damage caused by the release of hazardous substances into the air.
The suspects are charged under Part 2 of Article 28 and Part 2 of Article 438 of the Criminal Code of Ukraine – with violation of the laws and customs of war committed by a group of persons, which led to the death of people.
The pre-trial investigation, which is being conducted by the SBU in the Cherkasy region under the procedural guidance of the regional prosecutor’s office, is ongoing.
