Romania declares state of emergency for second time in 24 hours due to Russian attack on Odessa region

On the morning of August 13, Romania declared an air alert for the second time in a day amid Russian strikes on the Odessa region. Radars detected an air target near the border with Ukraine, after which the Romanian Air Force scrambled two F-16 fighter jets.

Residents of the northern part of Tulcea County received a warning via the RO-Alert system. According to the Romanian Ministry of Defense, at 09:02, military radars detected an air target near the river border with Ukraine.
At 09:20, two Romanian F-16 fighter jets took off from Borcea Air Base to monitor the situation. At the same time, the National Military Command Center reported the situation to the General Inspectorate for Emergencies.
At 09:13, a warning was sent to Tulcea residents about a possible danger. People were urged to stay in shelters or basements for approximately 90 minutes. Those without access to shelter were advised to stay inside buildings away from windows and external walls.
This is the second RO-Alert warning in Romania on August 13. Residents received the first notification at around 01:30 due to a Russian attack on the Odessa region.
It was previously reported that Russian troops attacked a passenger train in the Odessa region with a drone. The strike killed the train driver and his assistant.
