Russia circumvented sanctions with the help of a sex toy manufacturer from China: details

The Chinese company Shenzhen NuanQin Technology, known as a manufacturer of intimate gadgets, supplied integrated circuits and electric motors to Russia. According to the investigation of the Independent Anti-Corruption Commission (NAKO), from January 2023 to February 2025, the company made at least 30 deliveries to the Russian importer for a total of about $425,900.

NAKO analysts examined over 180,000 customs declarations for the import of electronic components to Russia. Among the identified suppliers was the Chinese Shenzhen NuanQin Technology, which positions itself as a manufacturer of intelligent products for adults.

According to the investigation, the company supplied integrated circuits, industrial electronic components, and electric motors to Russia. Such products can be used in both civilian and military production, including drones and control systems.

From January 2023 to February 2025, Shenzhen NuanQin Technology made at least 30 deliveries to Russian importer Legion Komplekt LLC. The total declared value of the shipments was approximately $425.9 thousand.

One of the deliveries included 10,000 industrial integrated circuits worth $17,214. The declared value of electric motors in the investigated deliveries exceeded $176,000.

At the same time, the presence of electronic components in customs documents does not in itself prove that they were directly used at Russian defense enterprises or that specific deliveries violated sanctions.

In total, NAKO analysts identified more than 8,000 foreign suppliers of electronics to Russia. Researchers also found more than 450 companies that used addresses linked to sanctioned enterprises.

According to the research, one of these addresses was linked to at least 45 companies, 14 of which were under sanctions or export restrictions.

Analysts note that checking only the legal names of companies may not be enough to detect potential violations. Businesses can change names or create new legal entities while maintaining common addresses and logistical connections.

To strengthen control over the supply of electronic components to Russia, NAKO proposes creating an international list of high-risk addresses. It could be used by regulators in the US, EU, UK, Japan, and other countries.

The researchers emphasize that a shared legal address is not automatic evidence of sanctions violations, but may be grounds for additional verification.
