In Russia, a large-scale outage of the Telegram messenger has begun, preventing users from sending messages and uploading photos and videos. Thousands of complaints about the service have been recorded in various regions of the country in just a few days.

According to the “Sboy.rf” service, users left over 18,000 complaints about the messenger’s operation on March 14 and 15 alone. Reports of problems come from various regions of Russia, but most of them come from Moscow, St. Petersburg, and the Moscow region.
Users are reporting the inability to send messages, as well as upload photos and videos in the messenger.
“For the last 24 hours, Telegram has actually not worked from home providers, if we are talking about connecting from Russian IP addresses. You can forget about Telegram working via mobile Internet,” said Vladislav Voitenko, the author of the publication “Durov’s Code.”
He also noted that in regions where only sites from the so-called “white list” are available, most VPN services do not allow access to Telegram.
President of the Association of Communication Operators MAKATEL Oleksiy Amelkin stated that problems with the messenger had been observed before, but the day before, users began reporting the cessation of the desktop version of the service.
“Tests show that, probably, everything depends on the communication network – cellular, fixed, as well as on the region and even a specific place. State authorities apply different conditions in different regions,” said Oleksiy Amelkin.
Previously, journalists reported that Telegram could be completely blocked in Russia by April 1. According to sources, the decision to block could have been made by the Security Council of the Russian Federation.
In this regard, the Russian authorities instructed the vice-governors responsible for domestic policy to reorient information work to other platforms. Among them: the state messenger “Mach”, the social network “VKontakte”, the social network “Odnoklassniki”, and the services of the company “Yandex”.
