Russia has switched to a new tactic of attacking Ukraine’s energy sector — not massive strikes across the country, but the gradual destruction of the energy system region by region. This approach is already leading to significant destruction and disruptions in the operation of critical facilities.
Energy experts note that instead of the “carpet bombing” of the 2022-2023 model, Russia is now using the tactic of “phased biting off”, reports the publication “Ukrainska Pravda”.
The strike strategy consists of successive attacks on individual regions — primarily the Sumy and Chernihiv regions, as well as the Kharkiv, Odesa, Mykolaiv, and Dnipropetrovsk regions.
Instead of launching hundreds of missiles simultaneously, the enemy sends drones in waves — several every hour, exhausting air defenses and creating the effect of constant pressure.
Drone strikes are followed by missile attacks on generation. On October 10, hydroelectric power plants, the Prydniprovska and Kryvyi Rih TPPs, as well as the capital’s TPPs came under fire.
Russia’s goal is to split the Ukrainian energy system into two parts: a deficit east and a surplus west, cutting interregional supply lines. Such a scenario could lead to another large-scale blackout.
On November 23, 2022, Ukraine experienced a complete blackout of the country after a strike on main substations. At that time, more than 10 million people were simultaneously left without electricity, water, and heat.
According to energy companies, the number of attacked facilities increased several times in August–September 2025. In some cases, up to 40 drones were launched simultaneously at one enterprise.

Recall, during a closed meeting on October 10, President Volodymyr Zelensky sharply criticized government officials for the lack of systemic responsibility in the field of energy infrastructure protection.
