Russia has drawn up a detailed plan to strike Ukraine’s energy sector: Shmyhal revealed the details

Russia is preparing to attack Ukrainian energy systems in the winter according to a pre-developed plan. Ukraine already knows some of the details of this preparation and is preparing for possible attacks.
Energy Minister Denys Shmyhal stated this during a telethon.
According to him, Ukrainian special services received two documents from the Russian side last week. They describe possible strikes on energy and other critical infrastructure.
Shmyhal noted that the Russian plan does not involve a single series of strikes, but a comprehensive attack on the systems on which the life of cities depends. The Russians expect to attack facilities related to electricity, heat, water and sewage.
“It struck our partners, as well as us, with its cynicism, such a cold terrorist calculation of how to destroy our energy sector,” the minister said.
According to Shmyhal, the documents contain specific calculations for individual targets. The Russians allegedly determined how much weaponry is needed to destroy each target and what specific means they plan to use.
“There are two large documents, very cold, very clearly written. With tables, with the number of weapons needed for each object to destroy it. Types of weapons – from ballistic missiles to jets and conventional drones. Everything is calculated, the squads (that’s what they call them) for each object are drawn up. We understand how they will act,” said Shmyhal.
A separate target could be the interconnectors through which Ukraine receives electricity from Europe. Russian plans also include electricity transmission facilities across the Dnieper.
Ukraine is already strengthening the protection of critical infrastructure. More than 200 concrete shelters have been erected over key energy facilities.
“More than 200 shelters have already been built – capital concrete structures over objects that are priorities for the Russians. We are also installing pre-detonation screens and introducing nets against FPV drones,” the minister noted.
At the same time, some facilities cannot be fully protected by physical structures. Therefore, Ukraine, together with its partners, is accumulating equipment that will allow for the prompt replacement of damaged elements of the power system.
At the same time, Kremlin spokesman Dmitry Peskov said that Ukrainian President Volodymyr Zelensky’s words about his readiness to respond to Russian attacks on energy infrastructure are “a new step in an escalation style.”
