Russia is intensifying hybrid attacks against Europe: what goals does the Kremlin pursue?

Russia has intensified hybrid attacks against European countries, forcing them to strengthen defense and security measures. These include both isolated incidents and large-scale operations that show signs of strategic preparation.

The chairman of the Estonian parliament’s foreign affairs committee, Marko Mikhelson, has said that Russia is conducting reconnaissance and checking vulnerabilities in critical infrastructure in various European countries.
He noted that this includes inspections of bridges, railways, as well as activity near submarine cables, in particular near Britain. According to the Estonian parliamentarian, these actions indicate the conduct of hybrid warfare and preparation for a larger-scale confrontation.
“Therefore, all allies and partners of Ukraine, including Estonia, Finland and other countries, are very seriously engaged not only in increasing the level of defense, but also in the political component,” said Marco Mikhelson.
He also announced that Estonia’s budget for 2026 will include defense spending exceeding 5% of GDP. According to him, this decision was made taking into account security realities in the region and at the global level.
Mikhelson stressed that Russia is already effectively waging a war against Europe, although it is undeclared and covert. According to him, Estonian services and intelligence are in constant contact with partners from other countries and are closely monitoring the actions of the Russian Federation.
“Russia is already waging war against Europe. And in its current form, this war is undeclared, it is hidden,” said Marco Mikhelson.
He also cited the example of Germany, where over 1,000 incidents with drones near strategic facilities and military bases were officially recorded during the year.
According to Mikhelson, Russia’s strategic goals remain unchanged.
“They want to destroy Ukraine, they want to destroy NATO. But the allies have an understanding of what needs to be done, and the level of readiness is increasing every day,” Marco Mikhelson emphasized.
Earlier, Finnish President Alexander Stubb howled that Russia is waging not only a classic war against Ukraine, but also a broad hybrid campaign against European countries.
The day before, military commentator Hamish de Bretton-Gordon reported that the deployment of Royal Air Force units to Belgium to protect its airspace and critical infrastructure is perhaps the most obvious sign that London and its NATO allies are already in a state of hybrid war with Russia .
As a reminder, in northern Norway, the British military, together with its allies, conducted large-scale exercises to practice scenarios of possible Russian aggression . The command center near the city of Bude is located inside a rock and is used to simulate crisis situations — from invasions to cyberattacks and drone operations.
