Russia is preparing large-scale attacks on Ukraine’s energy system: journalists have published the Kremlin’s intercepted plan

Journalists have published a document that Ukraine presented to European partners as an intercepted Russian plan to strike Ukrainian energy infrastructure in the winter. The document describes a large-scale campaign using up to 1,000 missiles, drones and bombs to target energy and other critical infrastructure.

According to journalists, the document, dated August and written in Russian, describes a phased attack strategy aimed at a large-scale reduction in Ukraine’s energy capacity.

It specifically mentions strikes on electrical substations, hydroelectric power plants, thermal power plants, and other energy infrastructure facilities. Water supply and wastewater facilities are also mentioned separately.

The document also contains attack plans that could lead to the shutdown of 3 Ukrainian nuclear power plants due to damage to the electrical infrastructure that ensures their connection to the power system.

Journalists note that the document could not be independently authenticated. At the same time, the Russian side publicly stated its intention to strike Ukrainian energy infrastructure in the winter.

The plan involves 3 stages of attacks: first, the destruction of substations in western Ukraine, through which electricity is imported from Europe, then attacks on hydroelectric power plants, and then an attempt to disable 3 operating Ukrainian nuclear power plants.

Earlier, Energy Minister Denys Shmyhal reported that Ukrainian special services had received materials from the Russian side regarding the strategy of strikes on the energy sector for the winter . According to him, 2 documents with detailed tables and calculations indicate the amount of weapons planned for each specific facility.

“We received from our special services materials that they obtained from the Russian side. The strategy of actions of Russian terrorists for this winter struck our partners with its cynicism, its cold terrorist calculation of how to destroy our energy sector,” Shmyhal said.

According to him, these are strikes on electricity, heat and water supply facilities, generation and energy interconnectors. Shmyhal added that Ukraine understands the planned actions of the Russian Federation and is preparing to protect the energy system.
