Russia is preparing the budget of the future: without hospitals, but with billions for “scraps”

The Russian government has announced large-scale spending cuts for 18 state programs in 2026, with savings exceeding 207 billion rubles. Some sectors will suffer serious losses, while funding for propaganda and government agencies will increase.
This is evidenced by data from the Foreign Intelligence Service of Ukraine.
Next year, funding for healthcare, the aviation industry, energy, rural development, and projects in the occupied territories will be reduced.
For example:
The Chemical and Biological Safety Program will be reduced by 36.4%, to 3.5 billion rubles.
“Integrated Development of Rural Territories” will lose 34.3 billion rubles – a record reduction in absolute figures.
Healthcare will lose 31.7 billion rubles.
The cuts will also affect the aviation industry (−14.4 billion), energy (−17.9 billion), shipbuilding, fisheries, employment, and other sectors.
At the same time, the government is increasing spending on projects that maintain control over information and ideology.
The “Russia in the World” program, which promotes “traditional values” abroad, will receive almost 12 billion rubles – twice as much as last year.
The Defenders of the Fatherland Foundation will receive 35 billion rubles — 2.5 times more than in 2025.
Funding for state TV channels will amount to 106.4 billion rubles.
Recall that in 2026, Russia plans to reduce defense spending for the first time since the start of the full-scale invasion of Ukraine. This may indicate that it has reached financial limits beyond which it becomes difficult to maintain a high intensity of the war.
As reported, Russian residents will face a significant increase in utility tariffs – over the next three years, payments may increase by almost 30% . The main reason is the deterioration of the infrastructure, which the state will modernize at the expense of the population, as budget funds have been reoriented to finance the war.
