Russia lost over $11 billion due to strikes on refineries

Ukraine has carried out a series of strikes on Russian oil refineries, causing significant financial losses to Russia’s oil industry. Total losses have exceeded 1 trillion rubles, or more than $11.1 billion.

According to Yevgeny Borovikov, deputy general director of insurance broker Mains, direct losses from drone strikes in Russia’s oil and gas sector have already exceeded 100 billion rubles. At the same time, the total losses, including indirect losses and lost profits, are much higher.

“According to our estimates, direct losses in the oil and gas industry from UAV strikes have long exceeded 100 billion rubles, and together with loss of profit and indirect losses, more than 1 trillion rubles,” said Yevgeny Borovikov.

Analysts estimated that Ukraine carried out 184 attacks on Russian oil infrastructure during 2025. Targets included oil refineries, maritime infrastructure, tankers, and pipelines.

According to analysts, in 2025, the volume of pipeline oil supplies to Russian refineries fell to a 15-year low. Enterprises received 228.34 million tons of raw material, which is 1.6% less than the previous year. The total volume of oil refining in Russia decreased by 1.7% and amounted to 262.3 million tons.

Insurance market participants reported a significant increase in losses from insurance against the risks of sabotage and terrorist attacks in 2025. This is attributed to a sharp increase in the number of insured events, which led to an increase in rates and deductibles.

“The dynamics in the market as a whole are probably close to ours. Insurance premiums for these risks are currently lower than payments,” said Oleksiy Khutoryansky, director of the underwriting department for corporate types of insurance at Soglasie.

Insurance broker Remind noted that the number of insured events increased significantly in 2025. The average amount of losses from attacks on oil refineries is estimated at several hundred million rubles per incident.

The insurance industry also reported an increase in the frequency of insurance claims related to attacks on industrial and infrastructure facilities, which is explained by changes in the tactics of using drones and an increase in the number of weapons used during attacks.

At the same time, the former head of the Security Service of Ukraine, Vasyl Malyuk, stated that the Ukrainian military carried out about 160 effective strikes on oil production and oil refining facilities on the territory of Russia during 2025. According to him, the largest number of targets were hit in September and October, in particular, 6 oil refineries, 2 oil terminals, 3 oil depots, and 9 oil pumping stations.

Let us recall that on the night of January 26, in order to undermine the military-economic potential of the Russian occupiers, the Defense Forces struck enemy targets in the Russian Federation and in temporarily occupied territories. Thus, the infrastructure of the Slavyansk Eco oil refinery, located in the Krasnodar Territory, was hit by Ukrainian drones .

Earlier, on the night of January 21, a series of drone and missile attacks were recorded in Russia, hitting fuel and energy infrastructure facilities in several regions at once.
