Russia officially allowed the seizure of housing from Ukrainians during the TOT

In the temporarily occupied territories of Ukraine, pressure on property owners is increasing: the occupation authorities have received a legislative basis for large-scale seizure of apartments and houses under the pretext of fictitious “ownerlessness”.
This was reported by the Center for Countering Disinformation.
The law, finally adopted in Russia, allows administrations in occupied territories to declare housing “nobody’s” and transfer it to new users. The mechanism is expected to be in effect until 2030, coinciding with the political cycle in the Kremlin.
Previously, the seizure of real estate was carried out selectively, but now the procedure has been federally consolidated: the decision on the fate of other people’s houses and apartments actually passes to the Moscow authorities.
The law does not establish clear criteria for “ownerlessness”, which gives the occupiers wide freedom of action. Not only Ukrainians who left because of the war are under threat, but also those who remained in the occupied territories. Experts call this mechanism a path to the systematic appropriation of Ukrainian property.
The confiscated housing is planned to be transferred to Russian military, security forces, officials, and budget sector employees brought to the region. In fact, this will lead to the replacement of the local population with people loyal to the occupation authorities.
Experts add that this policy complements other Russian steps to consolidate control over the TOT, including the forced mobilization of local residents, which violates international law.
As a reminder, the Russian authorities plan to deport Ukrainians from temporarily occupied territories to a remote region of the Russian Federation.
As reported, Russia is curtailing educational opportunities in the temporarily occupied territories and turning education into a tool of control. Teenagers are effectively barred from prestigious specialties – law, economics, journalism, and technical fields. Formally, the occupiers talk about “labor market balance,” but in reality they are restricting access to higher education.
