Russia rejected a new 28-point peace plan: what the Kremlin is really seeking in the negotiations

Russia has rejected a 28-point peace plan proposed by the United States, which included conditions for freezing the front line, control of the Zaporizhzhia nuclear power plant, and security guarantees for Ukraine. The Kremlin rejected seven key provisions, emphasizing its own demands for territories and the future security architecture.

The Russian Federation has rejected the 28-point peace plan proposed by the United States. According to analysts, Moscow is not satisfied with seven key provisions of the document, which concern security guarantees for Ukraine and positions on territorial issues.
Thus, on December 11, Russian Foreign Minister Sergei Lavrov voiced the Kremlin’s official position. He stated that Russia does not agree with freezing the current front line in the Zaporizhia and Kherson regions. Moscow is also not satisfied with the proposal to operate the Zaporizhia nuclear power plant under IAEA control.
“Lavrov stated that the Russian Constitution recognizes the illegally annexed Crimea and the Donetsk, Luhansk, Zaporizhia, and Kherson regions as “inalienable and equal subjects of the Russian Federation,” analysts noted.
In addition, the Kremlin rejected the point about security guarantees for Ukraine. According to Lavrov, such guarantees could allegedly be regarded by Moscow as preparation for “another attack” on Russia.
“Lavrov stated that Russia “cannot agree” to security guarantees for Ukraine and demands security guarantees for itself,” ISW reported.
Analysts clarified that the Kremlin also did not accept the provisions on non-expansion of NATO and the possibility of deploying European fighter jets in Poland. In their opinion, the rejection of these points is a continuation of Russia’s demands voiced in December 2021.
The material notes that the Russian side is putting forward demands that involve the actual curtailment of NATO activities in countries that joined the Alliance after 1997. Russia also does not agree to confirm Ukraine’s sovereignty, explaining this by its vision of Ukraine’s “neutral status”.
Analysts noted that the Kremlin also rejected a point in the peace plan that called for bringing Ukraine’s legislation on the protection of religious minorities into line with European Union norms. Lavrov said that Russia is not satisfied with Ukraine acting only according to European rules.
“Lavrov’s statements on December 11 indicate that the Kremlin is unwilling to accept the initial 28-point peace plan and will demand new changes even if Ukraine agrees to it,” analysts noted.
The article also notes that other Russian officials have echoed Lavrov’s demands. Representatives of the State Duma have stated that none of the proposed peace plans meet Russian interests and that any peace agreement will not guarantee a real cessation of hostilities.
Russian Deputy Foreign Minister Sergei Ryabkov stressed that Moscow is not going to give up its goals in Ukraine, even if negotiations are continued.
“Ryabkov stated that Russia is ready to achieve its goals in the negotiations, which means demanding full control over Ukrainian territories and forcing Ukraine to surrender,” analysts noted.
According to ISW, the Kremlin, through its representatives’ statements, is creating conditions for further rejection of any peace initiatives. Analysts emphasize that even if an agreement is signed, Russia is not going to implement it.
ISW emphasized that the Kremlin remains uninterested in peace negotiations that would provide real security guarantees for Ukraine and Europe.
By the way, representatives of the United States, Ukraine, France, Germany, and Great Britain will hold a meeting in Paris on December 13 to discuss US President Donald Trump’s peace plan.
