Russia revived the Soviet “Dead Hand” system for nuclear retaliation: what is known

Russia has revived the Soviet-era Perimeter system, known in the West as Dead Hand, to provide nuclear retaliation in the event of a loss of contact with the country’s leadership. Investigations indicate that a large-scale underground complex linked to the system is under construction in the Urals.

The Perimeter system was created in the USSR in the 1980s. In the event of a nuclear strike on Russia and loss of communication with the leadership, the backup control channels at Object 1335 could transmit radio signals to mobile missile systems, which, in turn, could transmit the command to launch missiles from the remaining silos.

“The perimeter is actually a communications system. If you are attacked, you need to make sure you can give the order to strike back,” said UN nuclear disarmament expert Pavlo Podvig.

According to the investigation, since 2018, Russia has been purchasing equipment for underground construction, ventilation, air filtration, power supply, and other materials for the facility. The documents mention at least 24 underground rooms.

In 2020, Vladimir Putin announced the creation of a protected facility to control strategic nuclear forces. According to him, such a facility must withstand significant loads and ensure the operation of control systems in combat conditions.

Investigators note that the large-scale construction and modernization of Object 1335 indicates the revival of the “Dead Hand” project.

By the way, NATO intelligence suggests that Russia may be working on a new way to deploy nuclear weapons – directly on the seabed. This is a secret project called “Scythian”, which is associated with the Russian Northern Fleet.
