By the end of 2025, the Russian Federation ranked first in the world in terms of the total duration of internet outages.

According to monitoring services, the internet in Russia was unavailable for a total of 37,166 hours over the course of the year. Economic losses from these restrictions are estimated at $11.9 billion.
The Center for Social Policy noted that, by comparison, Venezuela, which ranked second in the global ranking, was without internet for 5,952 hours—almost six times less than Russia. The Center ironically noted that this could be considered an “achievement” for a country that has for years declared its commitment to so-called digital sovereignty.
The agency emphasized that the scale and frequency of internet outages in Russia indicate their systemic nature. They affect dozens of regions and can no longer be explained by claims of “protection from fraudsters” or “security concerns.”
“Internet shutdowns in Russia have finally become a tool of state policy. Currently, citizens only have access to resources from the Kremlin-approved ‘white list.’ This is a deliberate strategy by the Russian government aimed at completely isolating the population digitally,” the Center for Countering Disinformation concluded.
As a reminder, Russia is preparing new communications restrictions that could affect not only private calls but also citizens’ access to foreign services. Officially, the initiative is being presented as a protective measure, but experts warn of serious consequences for freedom of information and communications.
Russia has reportedly officially approved mass restrictions on mobile internet , claiming that such measures are necessary to counter drones. The Kremlin called the communications shutdowns “justified and necessary.”
