Russian agents were preparing a terrorist attack in the center of Kyiv: what is known

The Security Service of Ukraine and the National Police have prevented a terrorist attack near an administrative building in central Kyiv and detained two FSB agents. After planting the explosive device, the suspects tried to flee to Russia via Belarus.

According to the investigation, two residents of Kyiv recruited by the FSB planted a homemade incendiary device under a generator near an administrative building in the Shevchenkivskyi district of the capital. According to the plan of the Russian special services, its detonation was to cause a fire in the generator set and significant fire damage to a neighboring administrative building.

The agents planned to activate the device remotely while en route to Belarus, through which they intended to illegally enter Russia. After mining the building, they boarded a passenger train heading towards Chernihiv Oblast, from where they planned to cross the state border by river on an inflatable boat.

Law enforcement officers identified the suspects early, documented their activities, and detained them on the train.

According to the SBU, one of the detainees is a mobilized serviceman who voluntarily left the military unit, the other is a metropolitan marketer. Both were recruited through Telegram channels, where they left comments in support of the Kremlin regime. In return for completing the task, the Russian special services promised them evacuation to Russia and further employment in the FSB.

The investigation also found that the agents had installed a disguised phone camera with remote access for the FSB opposite the site of the planned terrorist attack. To destroy physical evidence, they planned to detonate a second improvised explosive device after the generator explosion.

During the searches, smartphones containing evidence of cooperation with Russian special services and an inflatable boat, which they planned to use to illegally cross the state border, were seized from the detainees.

In addition, law enforcement officers established that before preparing the terrorist attack, the suspects carried out other tasks for the FSB. They set up a cache of weapons and ammunition in the suburbs of Kyiv and passed its coordinates to the Russian special service. One of the agents also passed on to the enemy information about military facilities, in particular about one of the training grounds, the weapons available there and the number of servicemen.

SBU investigators informed the detainees of the suspicion. The issue of additional qualification of their actions as high treason committed under martial law is also being resolved. The suspects are currently in custody. They face life imprisonment with confiscation of property.
