Russian refineries received the least oil since 2010

In 2025, pipeline oil supplies to Russian refineries fell to their lowest level since 2010.

In total, 228.34 million tons of oil were pumped to Russian enterprises, which is 1.6% less than in 2024.
Industry sources say that pumping declined from August to November, when Ukraine stepped up drone strikes on Russian refineries and plants were shut down for unscheduled repairs. During those four months, companies received 85.9 million tons of oil, compared with 90 million tons in the same period last year.
The largest decrease was in oil shipments to Rosneft, Russia’s largest refiner. According to market participants, they decreased by 7.8% to 70.76 million tons. The most significant drop was in supplies to the Ryazan Refinery, which fell by 34% to 8.78 million tons.
At the same time, Gazprom Neft increased pumping to its plants by 3.9%, to 40.84 million tons, Lukoil – by 0.67%, to 39 million tons. Surgutneftegaz also increased supplies to the Kirish refinery by 2.7%, to 18 million tons.
Against this background, total oil refining in Russia in 2025 decreased by 1.7% year-on-year to 262.3 million tons, industry sources note.
Analysts expect that in 2026 the figure may remain at the current level due to the risk of repeated Ukrainian attacks on Russian refineries and a reduction in compensation under the damping mechanism. Last year, payments from the Russian budget amounted to 881.8 billion rubles – about $ 10 billion, which is 2.2 times less than a year earlier.
Export restrictions could put additional pressure on the industry. In September 2025, the Russian government banned the export of gasoline and diesel fuel for all market participants. According to sources, this ban may be temporarily lifted for two to three months from February 1.
It was previously reported that the European Union plans to again lower the price ceiling for Russian oil starting next month.
As a reminder, Russia’s federal budget has been running a serious deficit for the fourth year in a row. In 2025, the gap between revenues and expenditures reached a record 5.64 trillion rubles.
