Salaries will increase by 5 thousand hryvnias per year: the government published a forecast until 2028

Rapid wage growth is expected in Ukraine. The average salary will increase by about 5 thousand per year.

This is stated in the forecast published on the Government Portal.

The government has prepared a forecast for the economic and social development of Ukraine for the period from 2026 to 2028.

The document envisages two scenarios for economic development – optimistic and pessimistic. The end of the war will play a decisive role in this.

In an optimistic scenario, the government expects to cease hostilities from 2026.

Even the suspension of the war will give impetus to the active development of the economy: the revival of construction, restoration and creation of enterprises. As a result, the salaries of Ukrainians will grow rapidly.

The government has set the following forecasts for the average salary:

• in 2026 – 30,240 UAH (+24.0%);
• in 2027 – 35,268 UAH (+16.6%);
• in 2028 – 39,758 UAH (+12.7%).

If active military operations in Ukraine continue, economic and social indicators will be lower. In this case, the average salary will grow a little slower:

• in 2026 – 30,032 UAH (+23.1%);
• in 2027 – 34,808 UAH (+15.9%);
• in 2028 – 39,436 UAH (+13.3%).

Earlier it became known that an important reform is being prepared in Ukraine – the salaries of military personnel who are not on the front lines may increase significantly .

We will remind you that the Verkhovna Rada adopted amendments to the law “On the National Police” to increase the amount of financial support for the police.
