If the US Congress adopts new sanctions against Russia, their full implementation remains questionable.

This was reported by Channel 24, citing a comment by the executive director of the Renew Democracy Initiative, Uriel Epstein.

According to him, several factors remain key: the timing of the vote in both houses of Congress and Donald Trump’s willingness to actually implement the sanctions legislation.

“I don’t think it will happen next week. The first question is when the Senate will vote, the second is when the House of Representatives will vote. And the third is how Trump himself will react. The responsibility for implementing Congressional bills lies with the President of the United States,” Epstein noted.

He emphasized that even after the bill is passed, the president can partially implement the sanctions – by 30 or 50 percent.

Epstein gave the example of US sanctions against China, which are formally in force but not fully implemented.

“The US has sanctions against China related to the Uyghurs. There are laws that prohibit companies from buying products made with forced labor, but it is unclear how much these regulations actually control,” he explained.

According to him, it is precisely because of problems with implementing current restrictions that some congressmen doubt the advisability of introducing new sanctions against Russia.

“They believe that it is necessary not to adopt new sanctions, but rather to implement those that already exist,” Epstein added.

Earlier, US Senator Lindsey Graham announced that US President Donald Trump had given the “green light” to a bipartisan bill regarding sanctions against Russia.

As a reminder, President Volodymyr Zelenskyy signed a decree on the implementation of the NSDC decision to impose sanctions against 95 individuals and 70 legal entities . Most of them are citizens and residents of the Russian Federation.
