Sanctions pause: new EU package against Russia stalled over Slovakia

The approval of the new, 19th package of sanctions by the European Union against Russia may be postponed – Slovakia insists that this issue be considered at the level of heads of state during the October EU summit.
This was reported by Radio Liberty’s editor for Europe, Rikard Jozwiak.
He said that while Hungary eventually lifted its veto, clearing the way for the package to pass, Slovakia has created a new obstacle. It wants the decision to be discussed by member state leaders in the second half of October, including at a summit scheduled for the 23rd.
At this stage, it is not clear what exactly Bratislava’s concerns are or what is driving its desire to move the process from the level of ambassadors and ministers to the level of heads of state. Jozwiak noted that this could slow down the adoption of the entire package.
Recall that the new EU sanctions should include, among other things, restrictions on the movement of Russian diplomats within the Schengen area – a response to the increased activity of Russian agents under diplomatic cover.
Previously, European intelligence agencies have repeatedly stated that Russian representatives often change their country of residence without warning to avoid surveillance, which creates security risks across the continent.
As reported, the European Commission has prepared a document proposing to change the mechanism for adopting sanctions against Russia. This involves moving from the principle of unanimity to qualified majority voting in order to avoid blocking by Hungary.
