The presidential commission has decided to strip Odessa Mayor Gennady Trukhanov of his Ukrainian citizenship, after which the president must sign the corresponding decree. After signing, his powers will automatically terminate, and the secretary of the city council, Ihor Koval, will assume the duties of mayor.

The commission’s decision stipulates that a subsequent presidential decree will strip Trukhanov of his Ukrainian citizenship. By law, the mayor’s powers are terminated automatically after the decree is signed without additional decisions by the court or city council.
City Council Secretary Ihor Koval has not yet commented on further actions.
“There are a lot of rumors now that have not been officially confirmed, so I will not comment on them. Let’s follow the letter of the law. Today I perform the function of the secretary of the city council, and what will happen next, life will show,” he told the Dumskaya publication.

Former secretary of the Odessa City Council Oleksiy Potapsky expressed reservations about the possible consequences of the mayor’s removal.
“A variety of structures will fall like dominoes. People will leave their positions because they worked, building certain relationships with the leadership. What will happen next, will the president go to the extent of removing the city council as well? How to enter the heating season in such a situation? And all the negatives will now go directly to Zelensky. He removed Trukhanov, now the ‘president’s man’ will run the city,” Potapsky told Duma.
Gennady Trukhanov himself denies having Russian citizenship and asks the competent authorities to check the documents.
“This issue is not new – it has been raised since 2014. I do not have and have never had Russian citizenship,” he wrote.

According to Trukhanov, all relevant law enforcement agencies have already given official responses on several occasions.

According to NABU, in 2016, Odessa Mayor Trukhanov, together with other officials of the Odessa City Hall and representatives of a private company, seized funds from the local budget of the city of Odessa in the amount of 92 million hryvnias.
On the eve of April 25, the Supreme Anti-Corruption Court nevertheless held a hearing and changed the preventive measure for Odessa Mayor Hennadiy Trukhanov from a personal bond to a bail of 30 million 866 thousand hryvnias.
Subsequently, on May 5, 2023, Odessa Mayor Gennady Trukhanov, who was accused of embezzling over 92 million hryvnias from the budget through a scheme to acquire the former Krayan plant, was released from custody after posting bail in the amount of 13.42 million hryvnias.
