Searches at Kaptelov’s “servants”: the deputy’s wife earned 700 thousand rubles in Moscow

Detectives of the National Anti-Corruption Bureau of Ukraine conducted a search at the residence of Roman Kaptyelov, a member of parliament from the Servant of the People faction.

The search was confirmed by a ruling of the Supreme Anti-Corruption Court dated July 1, they said.

NABU and SAPO are investigating criminal proceedings under Part 2 of Article 366-2 of the Criminal Code – regarding the possible submission of false information by the People’s Deputy. The basis for opening the case was the investigation of “Schemes”, in which journalists reported that Deputy Kaptelov did not indicate in the declaration that his wife and children live in Russia, did not declare Moscow real estate, as well as the income of his wife, a citizen of the Russian Federation, from a state institution in Moscow. Subsequently, the Deputy entered data on income, but did not indicate property in the Russian Federation.

In accordance with the ruling, on June 17, NABU detectives conducted a search of Kaptelov’s residence and seized an iPhone 12 mini. Kaptelov refused to provide access to the phone, explaining that “it contained information related to his parliamentary activities.”

Detectives nevertheless seized the MP’s mobile phone and handed it over to experts for examination “in order to, if possible, copy the information stored on the electronic medium.” Kaptelov’s phone was seized.

In December 2024, “Schemes” published an investigation in which it was found that since 2015, the family of People’s Deputy Roman Kaptelov has owned real estate in Moscow, with a third of the apartment registered to his wife and children. The value of the real estate owned by Kaptelov’s wife and children, which the deputy does not declare, is about 6 million hryvnias.

Journalists found out that the deputy’s family left Ukraine a month before the full-scale Russian invasion, and since December 2023, Kaptelov’s wife began receiving a salary from the “Association of Cultural Centers of the Southwestern Administrative District” in the Russian capital.

In December, the wife of the People’s Deputy received a salary of 52 thousand rubles. However, Kaptelov did not reflect this work and the income from her online trainings for Russians in his declaration for 2023. In 2024, Kaptelov’s wife earned a total of more than 700 thousand rubles there.

“Schemes” also established that during July-September 2022, as well as in January 2023, the “servant of the people” traveled abroad.

The dates of Kaptelov’s trips coincide with his wife’s trips from Russia to Turkey. The MP reported that the trips were “made for official purposes and due to personal circumstances,” but he never provided the relevant documents.

He also stated that he had declared everything that was required, and that he did not know about the Russian property of his relatives. Kaptelov also stated that relatives in the Russian Federation “do not influence his activities as a people’s deputy.”

Recall that on December 20, it was reported that Roman Kaptyolov, a member of parliament from the Servant of the People party, did not declare his family’s real estate in Moscow and the income of his wife, who works in a Russian government institution.

By the way, MP from the Servant of the People party Ihor Fris, who is one of the main lobbyists of bill No. 11533 on restricting access to real estate registers, himself found himself at the center of a journalistic investigation. These registers contain a lot of information about the numerous properties owned by his family members.
