US Senator Lindsey Graham said that Russia and Ukraine should exchange territories to end the war. However, Ukraine must receive security guarantees.

Graham stated that the exchange of territories is possible only after Ukraine receives security guarantees to prevent aggression from Russia.
“I want to be honest with you: Ukraine will not expel every Russian, and Russia will not take Kyiv, so in the end there will be some exchange of territories,” the senator believes.
It is noted that the new statement about a possible exchange of territories contradicts the previous position. In 2023, he stated that “wars do not end by transferring territories to the aggressor.”
The senator also warned at the time that if Putin is not stopped in Ukraine, “he will continue to move forward,” increasing the risk of NATO being drawn into the war.
Graham also stated that the US and allies should continue to provide military assistance to Ukraine, station some of the military on its territory, and develop economic cooperation.
Recall that US President Donald Trump informed European leaders of his intention to meet with Russian President Vladimir Putin , and later to organize a trilateral meeting with the participation of Ukrainian President Volodymyr Zelensky.
